MINUTES
REGULAR MEETING. OF THE CITY COUNCIL
TUESDAY, FEBRUARY 17, 1987
COUNCIL CHAMBERS, 215 E. BRANCH STREET
ARROYO GRANDE, CALIFORNIA
The City Council met in regular session with Mayor Howard
Mankins presiding. Present were Council Members Dorace Johnson,
Mark M. Millis, Gene Moots and D.G. Porter.
FLAG SALUTE
Mayor Mankins led the Pledge of Allegiance to our Flag.
PUBLIC APPEARANCES
John E. Rhone of 280 Tally Ho Road, referring to his letter
of January 15, 1987, requested that the City Council reconsider
action taken at a City Council meeting he was unable to attend
due to health problems. Since the City Council did not approve
everything asked for concerning his property, he is withholding
Right of Entry for the City to do the work that was approved. Mr.
Rhone also requested that the City consider a drainage problem
he feels resulted from incorrect grading, and to uncover a survey
stake.
The City Council agreed to look at the entire issue again
at the City Council meeting of March 3, 1987 at 2:30 P.M.

Motion by Johnson/Moots (5-0-0) to approve Consent Agenda
Item C.l. as recommended.
C.l. 1987/88 and 1988/89 Budget Calendar
CHAMBER OF COMMERCE REQUEST FOR COUNCIL CHAMBERS USE
Heather Jensen, Manager of the Arroyo Grande Chamber of Commerce,
spoke for the use of the City Council Chambers for a public meeting
on Thursday evening, March 5, 1987. The meeting is for a presentation
from the Department of Commerce in Sacramento on the California
Main Street Program and how it could be applied to Arroyo Grande.
Moved by Johnson/Moots (5-0-0) to grant the request of the
Chamber of Commerce for a one-time use of the Council Chambers
for a public meeting on Thursday evening, March 5, 1987.
RANCHO GRANDE RESIDENTIAL ARCHITECTURAL REVIEWS
Mr. Mack, referring to his memo of February 12, 1987, reviewed
Ordinance 186 C.S., condition number 30, noting that if Commission
and City Council detailed review and approval is required on each
and every home to be constructed in Rancho Grande, additional staffing
would be required. A discussion followed concerning the interpretation
of Ordinance 186, number 30 and existing Ordinances and standards
covering criteria for the entire tract.
The consensus of the City Council was to go with the CC &R's
as they have been presented and approved by the Planning Department
and let the Staff handle it from there. Any further direction
needed by Staff can be brought before the City Council when needed.
No further action was deemed necessary.
RANCHO GRANDE COMMERCIAL DEVELOPMENT
Mr. Mack asked the City Council if they would like to retain
a special consultant firm that would look into the economic forecast
of various types of centers that can be constructed on the Rancho
Grande property in order to render some opinions as to the impact

they would have on the community over the long term. Council Members
agreed that the Rancho Grande project would have a substantial
impact on the community and was one of the greatest opportunities
the City would have to plan such a large development. It was the
overall opinion of the City Council that there should be a master
plan governing the Rancho Grande Commercial Development and that
the 44 acres should be planned as one unit. Council Members agreed
that professional assistance was needed to help the City evaluate
and plan the development. .
Motion by Millis/Johnson (5-0-0) in favor of master planning
the entire development, proposing consultant firms for assistance
and reporting back to the City Council for approval.
EXTENSION OF TIME FOR SUBDIVISION IMPROVEMENTS WITHIN TRACT l132,
RANCHO GRANDE (OTTSE, INC.) TO JULY 15, 1987
Paul Karp reviewed his memo of February 6, 1987 and Staff's
recommendation. He noted that the water problem had been solved.
Moved by Johnson/Millis (5-0-0) to authorize an extension
of the term of the agreement between OTTSE, Inc. , and the City
for subdivision improvements to July 15, 1987.
MAYOR
Mayor Mankins reported on his meeting with Mayor Ekbom and
Mayor Eldwayen. He noted that they were excited to be working
together on common problems and hoped to work with Arroyo Grande
on water, traffic, and drainage. They were very interested in
the committee working on the reactivation of the Water Association.
The Mayors felt that when working on a common problem, a joint
letter should go out to each City Council so they could be discussing
a given subject at the same time and be able to solve mutual interest
problems faster. Mayor Mankins promised to keep the City Council
aware of the meetings and welcomed any participation in the meetings
by Council Members.
Mayor Mankins brought to the Council's attention the LOCC
opposition to SB 269 as shown in the February 6, 1987 LOCC Bulletin,
Legislative Activities, number 1. SB 269 would repeal the public
entity exemption in Proposition 65 for all governmental activities
except sewage treatment facilities. While not advocating support
of SB 269, Mayor Mankins said that he was certainly not opposing
it because it is very difficult to have two sets of standard s.
It was the overall feeling of the Council that public entities
should be treated the same as private industry in the disposal
of toxic waste and should not be exempt
COUNCIL AD HOC COMMITTEE REPORTS
Mayor Mankins reported a fantastic response and interest in
the committee for developing a senior complex. He reported two
speaking engagements where he carried the idea that the committee
wants to learn more about what seniors want and need, and several
offers from people wishing to serve on the committee. Future plans
include a meeting February 25, 1987 at Marian Hospital to go over
a program being developed in the Santa Maria area, and a schedule
of isolated hearings to take input from interested persons about
the type of complex seniors want. When established, a list of
committee members, meeting dates, and interim reports will be provided
for Council Members.
Mr. Moots reported that letters had been sent to members of
the South San Luis Obispo Water Association inviting them to a
meeting in the hopes of reactivating the association and finding
out what areas of interest we have in 'common concerning water.

Mr. Moots, reporting on long range planning, said that as
a result of a meeting with Mr. Porter and Mr. Mack, a letter was
being sent to members of certain commissions in the City to help
determine what they see as problems in different areas and what
needs to be done long range. He noted that representatives to
different commissions had not yet been assigned, but first meeting
dates are scheduled.
WRITTEN COMMUNICATIONS
None
ORAL COMMUNICATIONS
Mr. Millis requested the permissible percentage increase for
1987 under the formula in the Mobile Home Rent Stabilization. Mr.
Mack agreed to calculate the increase.
Dorace Johnson voiced concern about the parking limit signs
on Grand Avenue, noting that "for sale" automobiles were still
being parked along the street. Mr. Karp said that the signs were
posted, and Mr. Mack said that he will discuss the problem with
the Police Department.
ADJOURNMENT
Mayor Mankins adjourned the meeting at 4:37 P.M.
