CITY COUNCIL DECEMBER 2, 1986
ARROYO GRANDE, CALIFORNIA 6:30 P.M.
The City Council convened for a Reorganizational Meeting
with Mayor B'Ann Smith presiding, and Council Members Dorace
Johnson, Gene Moots and D. G. Porter present. Council Member
Matt Gallagher was absent. Incoming Mayor Howard Mankins and Council
Member Mark Millis also were present.
PLEDGE OF ALLEGIANCE AND INVOCATION
Council Member Porter led the Pledge of Allegiance to our
Flag; and immediately thereafter, the Rev. Gregory Waybright
of Grace Bible Church delivered the invocation.
RESOLUTION STATING RESULTS OF THE CANVASS OF RETURNS
City Clerk Nancy Davis read the title of the Resolution.
On motion of Council Member Porter, seconded by Council Member
Johnson, and unanimously carried, to dispense with further reading
of the Resolution.
RESOLUTION NO. 2008
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE ACCEPTING THE COUNTY CLERK'S CERTIFICATE--
RESULTS OF CANVASS OF ALL VOTES CAST FOR THE CITY'S
ELECTION FOR MAYOR AND CITY COUNCIL MEMBERS
HELD ON NOVEMBER 4, 1986, IN CONJUNCTION WITH THE
STATEWIDE GENERAL ELECTION
On motion of Council Member Moots, seconded by Council Member
Porter, and on the following roll call vote, to wit:
AYES: Mayor Smith and Council Members Johnson, Moots and Porter
NOES: None
ABSENT: Council Member Gallagher
the foregoing Resolution was passed and adopted on this 2nd day
of December, 1986.
REMARKS BY DEPARTING MAYOR B'ANN SMITH
Mayor Smith spoke about her eight years in office, the last
four as Mayor. She praised the people she represented,the people
she worked with, and those she served beside. Mayor Smith was
presented with roses and a special plaque from the City's Parks
and Recreation Department for her service. The plaque showed her
with the Olympic torch and nursery school children. Making the
presentation were Gee Gee Soto and Parks and Recreation Director
John Keisler.
Mayor Smith said that Council Member Gallagher was unable
to attend the ceremonies due to an illness in the family. Council
Members praised him and asked those in attendance to pray for his
critically ill son.
OATH OF OFFICE ADMINISTERED
Superior Court Judge William R. Fredman administered the
Oath of Office to Mayor Howard Mankins and Council Members Mark
Millis and Gene Moots, who assumed their places at the Council
table.
. Mayor Mankins pledged to mold a solid team around strong
leadership, and gave recognition to the departing Council Members.
He said he would be giving a "State of the City" speech at the
next Council meeting, December 9, 1986.
Council Member Millis said his goals include correcting City
water problems, looking at the possible need for new police officers
and space for the police department, re-examining recent decisions
creating no parking zones, and finishing street improvement projects.

Council Member Moots said he would be fair and courteous, would
listen to the people, and work hard for the City.
ADJOURNMENT
On motion of Council Member Johnson, seconded by Council Member
Moots, and unanimously carried, to adjourn the meeting at 6:57 P.M.
