A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ARROYO GRANDE DENYING AN APPEAL. AND
UPHOLDING THE PARKS AND RECREATION
COMMISSION'S APPROVAL OF TREE REMOVALS
WHEREAS,. on July 22, 2008 a tree removal application was submitted to the Director
of Parks, Recreation and Facilities to remove two blue gum eucalyptus trees located at
41.5 E. Branch Street; and
WHEREAS, the applicants reasons for requesting permission to remove the two trees is
that they constitute a safety hazard; and
WHEREAS, the Director of Parks, Recreation and Facilities denied the tree removal
request because the trees are in good general health, do not interfere with utilities or
structures, and do not prevent construction or improvements on the property; and
WHEREAS, a representative of the applicant submitted a letter of appeal to the Parks
and Recreation Commission, which upheld the appeal and approved the tree removals
at its September 11, 2008 Special Meeting, indicating the trees are a safety hazard; and
WHEREAS, at its September 23, 2008 meeting the City Council agreed to appeal the
Parks and Recreation Commission's decision to allow the removal of two blue gum
eucalyptus trees located at 415 E. Branch Street;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande hereby denies the appeal and upholds the decision of the Parks and Recreation
Commission to allow removal of iwo blue gum eucalyptus trees at 415 E. Branch Street,
subject to conditions of approval in Exhibit "A" attached hereto and incorporated herein. -
On motion of Council Member Arnold, seconded by Council Member Costello, and on
the following roll call vote, to wit:,
AYES: Council Members Arnold, Costello, Guthrie, Fellows, and Mayor Ferrara

EXHIBIT "A"
The applicant submits a tree removal and replacement plan that has been approved by
the California Department of Fish and Game and that includes the following
requirements: .
1. Tree removal shall take place during the dry season (from April 15th through
October 15t). The trimming of limbs can take place at any time.
2. The applicant shall remove and grind tree stumps off-site to ensure no re-growth.

3. The applicant shall implement Best Management measures to prevent bank
failure and erosion including but not limited to the use of erosion control netting
on the project area;
4. The applicant shall plant two (2) willow trees at the base of the creek bank and
two roosting trees, such as sycamore or cottonwood, on the top of the creek
bank in the project area as replacement trees;
5. The applicant shall plant native riparian shrubs, such as blackberry and
coffeeberry in the project area.
6. A replanting and irrigation plan shall be submitted to the Parks, Recreation and
Facilities Director for approval before trees are to be removed.
7. The improvements shall be coordinated and consistent with any planned ongoing
or approved adjacent projects.
