R 4185RESOLUTION N0.4185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ADOPTING VARIOUS UPDATED JOB DESCRIPTIONS AND ESTABLISHING SEVERAL SALARY RANGES WHEREAS, the City Council of the City of Arroyo Grande ("City") deems it in the best interest of the City to establish job descriptions for the positions of Executive Secretary/Deputy City Clerk, Planning Manager, and Parking Enforcement Officer, copies of which are attached hereto as Exhibit "A", Exhibit "B", and Exhibit "C" and incorporated herein by this reference; and WHEREAS, the City Council of the City of Arroyo Grande ("City) deems it in the best interest of the City to establish a salary range for the positions of Executive Assistant/Deputy City Clerk, Planning Manager, part-time Assistant Engineer and part- time Administrative Secretary. NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does hereby establish the positions of Executive Secretary/Deputy City Clerk, Planning Manager and Parking Enforcement Officer to perform the duties and responsibilities set forth in the job descriptions so attached as Exhibit "A", "B" and "C" respectively. DEFINITION To perform a wide variety of responsible, confidential and complex administrative, technical, programmatic, and secretarial duties in support of the Director of Legislative and Information Services and City Clerk, City Manager and the City Council; to serve as Deputy City Clerk; to maintain official City records; to participate in planning, coordinating, and supervising the operation of the administrative support functions; fo serve as a liaison with City departments, staff, outside agencies and the general public; and to attend meetings and prepare reports. Serve as Deputy City Clerk; assisting in the maintenance of official City records including resolutions, ordinances, deeds, agreements, and other files; sign, notarize, certify, record, and transmit City documents; administer Oaths of Office; participate in City Council agenda process; participate in organizing and conducting municipal or special City elections; assist in reviewing and filing of campaign statements and conflict of interest documents of City Council, advisory boards, and designated employees; assist in the liability claim process; attend City Council and other public meetings as needed and record actions taken. 3. Serve as liaison between the City Manager, City Council, City staff, the general public, and outside agencies; screen calls, visitors, and mail; receive and distribute incoming mail; respond to complaints and sensitive requests for information and assistance; prepare comprehensive reports, agendas and minutes of meetings; research information related to City regulations and departmental policies, procedures, systems, and precedents; assist the public and other staff in interpreting and applying City policies, procedures, codes, and ordinances. 4. Assist in the administration of the City's records management program including filing, following established records retention guidelines, and operating and maintaining the document imaging system. 5. Independently compose, compile and prepare correspondence, reports and related documents as assigned. 9. Type, proofread and edit a wide variety of complex and confidential reports, letters, memoranda and statistical charts; type from rough draft,. verbal instruction or transcribing machine; independently compose correspondence related to assigned area of responsibility. 10. Utilize various computer and software applications; enter data, maintain, and generate reports from various systems; create documents and presentations using word processing and presentation software. 11. Collect information, design, and produce newsletter, brochures, proclamations, commendations, and other specialized documents using designated software. 12. Assist in the preparation, administration, and monitoring of assigned budgets; compile annual budget requests; recommend expenditure requests for designated accounts; monitor approved budgets. 13. Review, research and summarize a variety of fiscal, statistical and administrative information; prepare related reports and correspondence. 14. Maintain and order office, paper stock, and stationery supplies; prepare purchase orders; receive invoices and check for accuracy; process payments. 15. Maintain City Hall postage machine. 16. Maintain master key book for City buildings. 17. Assist in a variety of department operations; perform special projects and assignments as requested. 18. Supervise assigned technical and clerical staff. 19. Coordinate, and/or assist with, citywide recognition activities for employees, officials, or volunteers. 20. A typical way to obtain the knowledge and abilities would be: EXPerlence: Five years of increasingly responsible administrative and secretarial experience involving frequent public contact. Administrative support experience in a municipal or other governmental agency is highly desirable. Treinina• Equivalent to completion of the twelfth grade supplemented by training in secretarial skills, office procedures or a related field is desirable. License or Certificate Possession of, or ability to obtain, an appropriate, valid driver's license. Possession of, or ability to obtain, a commission as a Notary Public. DEFINITION: To perform a variety of supervisory and professional planning duties in support of the Community Development department; to supervise and manage complex planning applications and current planning work program; to ensure development project compliance with all applicable planning rules and regulations; to serve as departmental and community liason and provide effective customer service to the community and project applicants; and to perform a variety of professional tasks relative to assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Director of Community Development. Direct supervision is provided to professional, technical and support staff. ESSENTIAL AND MARGINAL FUNCTION STATEMENTS--Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Perform professional. planning duties in support of the Community Development Department; manage current planning work program. 2. Perform economic development duties in support of the Community Development Department. 3: Perform and manage complex and serisitive professional planning projects, researoh and analysis, "and environmental studies. 4. DEFINITION: To pertorm a wide variety of tasks including, but not limited to, pertorming enforcement duties related to parking control and parking regulations by issuing warnings and/or parking citations; performing vehicle abatement; and/or performing administrative duties relative to the assigned area of responsibility. SUPERVISION RECEIVED AND EXERCISED: Receives general supervision from the Chief of Police, Police Commander or his/her designee. ESSENTIAL FUNCTIONS-Essential and other important responsibilities and duties may include, but are not limited to, the following: Essential Functions: 1. Patrol City streets and parking lots on foot, on a bicycle, or in a vehicle; observes and/or marks vehicles and determines conformity with applicable parking regulations; issues warnings and/or citations as appropriate for violations of parking regulations, laws, or ordinances. 2. Locate abandoned vehicles by reviewing reports and citizen complaints and through pro-active patrol activities; confirm through inspection or inquiry whether or not the vehicles are abandoned; marks vehicles and pavement to corcoborate abandoned condition of vehicles; leave written warnings on vehicles confirmed to be abandoned; notify last registered owner of a confirmed abandoned vehicle of imminent towing; arrange for vehicles confirmed as abandoned to be towed as appropriate; issue citations for violations of applicable parking regulations, laws, or ordinances related to vehicle abandonment. 3. Provide information to the public and/or other public agencies regarding laws, regulations, or ordinances related to parking, including but not limited to explaining reason(s) for the issuance of warnings or citatioris to violators. 4. Prepare written documentation and/or appear in court and/or administrative hearings to provide . factual information regarding contested parking violation citations and/or vehicle abatements. 5. Maintain logs and/or appropriate written documentations and records related to parking violation citations, statistics, and job activities. 6. Input data related to job activities into computer. 7. Forward information regarding unpaid parking violation citations to the appropriate Department contact to be submiHed to the Department of Motor Vehicles and/or a designated parking violation citation administration contract vendor; monitor the pertormance of the designated parking violation citation administration contract vendor. 8. Observe and report to a designated supervisor the need for maintenance or corrective work by the City related to curb painting, stenciling, and/or vegetation trimming to maintain or improve parking control.
