Minutes 1985-11-13 ; .' '"" CITY COUNC I L NOVEMBER 13, 1985 ARROYO GRANDE, CALIFORNIA 1:00 P.M. The City Council met in a Continued session from November 12, 1985, with Mayor B'Ann Smith presidin9. Upon roll call Mayor Pro Tem Matt Gallagher and Counci 1 Members Johnson and Moots were present. Counci 1 Member D. G. Porter was absent. PLEDGE OF ALLEGIANCE Council Member Johnson led the Pledge of Allegiance to our flag. TRAFFIC WAY AREA STREETSCAPE IMPROVEMENTS City Manager Robert Mack rev i ewed his memo of November 6, 1985, and explained that the Traffic Way Development map of November 13, 1985, prepared by the staff to accommodate the major comments expressed by the II public at the October 22, 1985, Council meeting. . Mayor Smith invited members of the publ ic present at the meeting to speak to the Council. ED MULLAHEY of Chri sti anson Chevrolet expressed concerns about the eventual width of Traffic Way and parking for his business. CHRISTINE PHILLI PS of 401 Traffi c Way sai d she also was concerned about street width and parking. BILL HART of 207 Bridge Street asked if there would be any change in the stop sign at Nelson and Bridge Streets I and Public Works Director Paul. Karp said "no." MARIE CATTOIR of 195 Orchid Lane said the City should know where the street's center line is and she could not afford to give the City anymore land. She said improving drainage and putting in new sidewalks and gutters would be sufficient. Mayor Smith said her recommendations would be 1. A 56 foot road with a turn lane and parking lanes, 2. The island in front of Grace Bible Church removed, 3. Six foot s i dewa 1 ks, and 4. A turn 1 ane at Station Way and Traffic Way. Council Member Gallagher asked if the traffic generated from Fredericks Ranch had been considered, and Mr. Karp said the Circulation Element is currently before the Planning Commission. Council Member Gallagher said off-street parking is still necessary, that six foot sidewalks are sufficient, that a 56 foot roadway is not wide enough, that there should .be a traffic signal at Fair Oaks and Traffic Way, and that new sidewalks and curbs are needed. Council Member Moots said he prefers two travel lanes in each direction if possible with parking if it is already there, a 60 to 64 foot wide street, and six foot sidewalks. He said he is concerned about the signal at Traffic Way and Station Way, but basically likes the plan map as it is. Council Member Johnson asked about street trees for Traffic Way, and Parks and Recreation Director John Keisler said Magnolia trees could be used. He described deep root planners and barriers for the trees. Mr. Karp said that he is confident that an 80 foot right of way is sufficient, and that there have been! no significant encroachments. MRS. CATTOIR said she woul d like to meet with individual Council members to explain property line concerns in the 400 block of Traffic Way. JEAN BOWSER of 407 Traffic Way said she and her husband were developing their pr.operty and wondered where the utilities should be put prior to the undergrounding. She said she agrees wi1.h the Mayor that three lanes with parking and a 56 foot wide street would be sufficient. Mayor Smith said that a discussion of this item would be continued to the next meeting of the Council on November 26, 1985, at 7:30 P.M. ADJOURNMENT AT 2:40 P.M. MAYOR ATTEST:
