CITY COUNCIL , MARCH 26, 1985
ARROYO GRANDE, CALIFORNIA 7:30 P.M.
The City Council met in Regular Session with Mayor B"Ann Smith presiding. Upon
roll call, Council Members Matt Gallagher, D. G. Porter were present and Council
Members Dorace Johnson, and Gene Moots were absent.
PLEDGE OF ALLEGIANCE AND INVDCATIDN
Mayor Pro Tem Gallagher led the Pledge of Allegiance to our Flag. Reverend
Deibert McLaughlin, Pastor of Visitation, Grace Bible Church, delivered the Invoca-
tion.
APPROVAL DF MINUTES
The Minutes for the Meetings of March 12 and March 20, 1985, have not yet been
finalized for approval.
APPROVAL OF CHECKS
On motion of Council Member Porter, seconded by Council Member Gallagher, and
unanimously carried, Demand Checks No. 24939 through 25D47 in the total amount of
$227,549.D4; and Payroll Checks No. 3011D through 30203, in the total amount of
$73,753.46, were approved for payment as submitted.
CONSENT AGENDA
Council Member Gallagher withdrew Consent Agenda Item #12 for discussion. Dn
motion of CouncIl Member Porter, seconded by Council Member Gallagher, and unani-
mously carried, to approve Consent Agenda Items 7 through 11 and Items 12 through
IS, as recommended.

Council Member Gallagher said people had contacted him and requested having the
SCAT bus go to Strother Park. Mayor Smith suggested it be turned over to the SCAT
Committee for consideration.
On motion of Council Member Gallagher, seconded by Council Member Porter, and
unanimously carried, to approve Consent Agenda Item #12 as discussed.

PROPOSED ORDINANCE REQUIRING ARCHITECTURAL REVIEW CDMMITTEE DECISIONS TO BE REFERRED
TO PLANNING COMMISSION
Planning Director Stan Eisner said the Council directed Staff to carry back to
the Planning Commission a review of current Architectural Review Ordinance provisions.
After discussion by the Commission, he said it Is recommended to Council that the
Ordinance be left as it is written. He said reappointment to the Architectural
Review Committee had been made, and directed them to send all matters to the Planning
Commission. Mr. Eisner recommended that Council direct the matter back to the City
Attorney and the Planning Director to prepare a draft amendment to the Ordinance.
ILLEGAL RESIDENCE, 670 S. TRAFFIC WAY, ABATEMENT
Mr. Eisner said there is a travel trailer on the property at 670 S. Traffic Way
and is being used as a residence. The residents have been notified but they have
no intention of moving, but the City Ordinance states that direction from the Council
is necessary to turn the matter over to the City Attorney for necessary prosecutions.
On motion of Council Member Gallagher, seconded by Council Member Porter, and
unanimously carried, to authorize the City Attorney to proceed.
DENIAL STRIP CREATION, TRACT 550, CERRO VISTA CIRCLE
Mr. Mack said a proposed resolution is before Council to accept denial strips
on property Tract 550, that was originally developed by Charles Baker. He said
the City claimed the property because of tax default and no further contact has
been made by Mr. Baker.
Council discussion followed. Mr. Mack read the title of the Resolution. On
motion of Councilman Gallagher, seconded by Councilman Porter, and unanimously carried,
to dispense with further reading of the Resolution.

PUBLIC HEARING: PROPOSED AMENDMENT TO THE MUNI CODE CHANGING SIGN REGULATIONS
Mr. Eisner said a letter from Arroyo Grande Chamber of Commerce dated March 25,
1985, stated six recommendations for modifications to the proposed sign ordinance.
Staff has reviewed and found the recommendations generally acceptable.
Mayor Smith said the Notice of Public Hearing had been duly published and all
legal requirements met, and declared the Continued Public Hearing open.
REUBEN KVIDT, President, Arroyo Grande Chamber of Commerce, thanked Mr. Mack
and Staff, and further clarified Point B of his letter.
Mayor Smith called for others to speak, and then declared the hearing closed.
Following discussion, Council directed Staff to prepare a draft Ordinance
for first reading at the next Council meeting.

Mr. Mack said on February 12. 1985. Council adopted a Resolution No. 1825,
which sold the Whiteley Property to Merilee Peck as high bidder.. He said he had
prepared for Council consideration a Resolution authorizing the Mayor to sign a
Grant Deed. Mr. Mack read the title of the Resolution. On motion of Counci Iman

ORAL COMMUNICATIONS
Council Member Gallagher asked for an update on the Village Restrooms.
Mr. Mack said a correction is being made to comply with handicap regulations.
Carol Roberts of the Telegram-Tribune asked what the latest proposals are
for Highway 227. Mr. Mack said the City has in its General Plan Highway 227
Bypass indicated, but there are no proposals to bypass the city known.
Mayor Smith said she would like to get moving on the Civic Center project.
She asked the City Manager to prepare a report on site location, scope of the
development, development of financing, development of schedule in process and
have it ready for next Council meeting.
