ALTERNATE TO THE COMMUNITY ACTION PARTNERSHIP OF SAN
LUIS OBISPO COUNTY (CAPSLO) BOARD

SUMMARY OF ACTION:
Rotational appointment of a City Council Member and an Alternate to the Community
Action Partnership of San Luis Obispo (CAPSLO) Board of Directors.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
RECOMMENDATION:
It is recommended the Council appoint a Council Member and an Alternate to the
CAPSLO Board of Directors.
BACKGROUND:
CAPSLO is a nonprofit agency that is committed to eliminating the causes of poverty in
the County by empowering low-income individuals and families to achieve self-
sufficiency through a wide array of community-based collaborations and programs.
Programs offered by CAPSLO include the following:
Help participants secure and retain employment
Help maintain adequate housing
Help in receiving medical services
Help obtain energy and utility subsidies and minor home repairs
Help provide childcare and pre-school education
CAPSLO is governed by a Board of Directors with equal representation from the
business community, local government, and low-income residents.
ANALYSIS OF ISSUES:
The South County local government representation has rotated every three years
between the Cities of Arroyo Grande, Grover Beach, and Pismo Beach. For the past
three years, the Grover Beach City Council has provided a Council Member to serve on

the CAPSLO Board. CAPSLO is soliciting the participation of an Arroyo Grande Council
Member for the upcoming three (3) year term. This is an excellent opportunity for the
City and the Council to gain knowledge and educate the CAPSLO Board about the
unique needs of Arroyo Grande. The CAPSLO Board meets the third Thursday of the
month beginning at 5:00 p.m. Most meetings are completed by 7:30 p.m.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Appoint a Council Member and an Alternate to the CAPSLO Board of
Directors; or
2. Provide other direction to staff.
ADVANTAGES:
Appointment of a Council Member and Alternate will provide for a City representative on
the CAPSLO Board to represent Arroyo Grande’s interests, as well as those in the
South County.
DISADVANTAGES:
No disadvantages are identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

Community Action Partnership (CAPSLO) has been the County's Community Action Agency since 1965. Our
mission is to provide community-based programs in order to alleviate poverty and promote self-sufficiency
among economically and socially disadvantaged residents. CAPSLO is governed by a tripartite Board of
Directors with equal representation from business local government and low-income residents.
The South County local government representation rotates between the Cities of Arroyo Grande, Grover Beach
and the City of Pismo Beach. For the past 3 years the City of Grover Beach has provided a council member to
serve on the CAPSLO Board.
CAPSLO would welcome the participation of a Arroyo Grande Council member for the coming three year
term. This is an excellent opportunity for your council member to gain knowledge and educate our Board
about the unique needs of your community.
The CAPSLO Board meets the third Thursday of the month with dinner served around 5:00 p.m. and the
meeting beginning about 5:30p.m. Most agendas are completed by 7:30p.m.
Please include this on your agenda for Council consideration. We would also ask that you appoint an alternate
so that if your designee had a conflicting meeting, Arroyo Grande would be represented.
