SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE PUBLIC WORKS
BUILDING RENOVATION PROJECT, PW 2015-17

SUMMARY OF ACTION:
Take action to accept the Public Works Building Renovation Project and begin the one-
year warranty period for any defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The amended Capital Improvement Program Budget is $176,830 for the subject project.
The total project cost (design, construction, administration, inspection, etc.) is estimated
at $176,830. The contractor’s final construction cost is $168,240.96. The recommended
action will not impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by RK&G Construction, Inc. in
accordance with the plans and specifications for the Public Works Building
Renovation Project, PW 2015-17;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
BACKGROUND:
On May 23, 2017, the Council awarded a construction contract to perform the Public
Works Building Renovation Project to RK&G Construction, Inc. in the amount of
$140,565 and authorized the City Manager to approve change orders in the amount of
$28,113. The project consisted of remodeling the Original Building (A) at the
Corporation Yard to create separate men's and women's dressing rooms and a revised
entry; conversion of the existing Sewer Parts Shop to a Lead Worker's office, including
improvements to the exterior access way leading to the office; and renovation of the
existing men’s restroom and shower.

ANALYSIS OF ISSUES:
The contractor completed the work in accordance with the approved plans and
specifications within the contract timelines and within the available budget. There are no
outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the Public Works Building Renovation project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete. Accepting the improvements will allow staff to close out the
project. The proposed project has improved the function of Original Building (A) by
creating separate men’s and women’s changing rooms and renovating the men’s
restroom and shower, and helps improve communication and project coordination by
creating a joint office space area for the Public Works Lead Workers. The project is
consistent with the Council goal to support City infrastructure.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
