SUMMARY OF ACTION:
Recommendation for future action by the Planning Commission will result in new
signage for the new Matthew Will Memorial Medical Center.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
None.
RECOMMENDATION:
It is recommended that the Architectural Review Committee (ARC) review the proposed
sign program and make a recommendation to the Planning Commission (PC).
BACKGROUND:
The proposed Sign Program is located at 850 Fair Oaks Avenue, where the Matthew
Will Memorial Medical Center (“The Medical Center”) (Attachment 1) is currently under
construction.
On January 26, 2016, the City Council adopted Resolution 4705 approving Conditional
Use Permit 15-006 and Lot Merger 15-002 for the merging of four (4) existing lots and
the construction of a new approximately 45,000 sq. ft., three-story, medical office
building.
The applicant has now applied for Planned Sign Program 17-002 in order to construct
two (2) new monument signs, one (1) new wall sign, one (1) new vehicle directional
sign, and two (2) new directory signs for The Medical Center with a total of
approximately three hundred sixty eight (368) square feet of sign area.

Staff Advisory Committee:
The project was reviewed by the Staff Advisory Committee on January 17, 2018 and no
concerns were expressed regarding the proposed signage.
ANALYSIS OF ISSUES:
Project Description
Per Arroyo Grande Municipal Code (AGMC) Section 16.60.020.C.1.b, a Planned Sign
Program is required for any project with a total aggregate sign area exceeding one
hundred fifty (150) square feet. The proposed signage is as follows:
Monument Ground Signs (2)
Materials: Aluminum channel letters mounted on beige and blue base, with a
secondary component constructed of aluminum mounted on slate

Per AGMC Table 16.60.040-A.C.1, offices may install one (1) site identification ground
sign per public street frontage with access, with a maximum sign area of 50 sq. ft. per
sign. The proposed monument signs are 125 sq. ft. each, and are therefore not in
conformance.
Per AGMC Table 16.60.040-A.C.2, one (1) wall sign for office building identification may
also be installed, with a maximum sign area of 12 sq. ft. The proposed office
identification wall sign is not in conformance.
Per AGMC Table 16.60.040-A.C.4, one (1) business directory sign is permitted per
public street frontage, with a maximum sign area of 32 sq. ft. and a maximum height of
five feet (5’). While the square footage of the directory signs is conforming, the ground
sign stand six foot three inches (6’3”), which exceeds the permissible height.
Additionally, business directory signs are designated to be ground signs, while Sign G
as designated on project plans is a wall sign.
AGMC Table 16.60.040-A does not account for a vehicle directional ground sign as
proposed, and therefore the sign is inherently not in conformance.

The proposed signage does not conform in regards to square footage, sign location, or
sign type to traditional signage standards as described in AGMC Table 16.60.040-A.
However, under a Planned Sign Program, strict adherence to the AGMC may be
waived; the purpose of a Planned Sign Program is to provide flexibility for uses with
unique design elements and needs such as a major medical office structure.
The site identification ground signs and the office identification wall sign are both
significantly larger than those typically permitted for an office structure. When viewed in
light of the scale of the structure the signage is proposed for, the signage is
proportionally appropriate. Page SP 13 demonstrates how proportionally inappropriate a
twelve (12) sq. ft. office identification wall sign would be on a three-story, 45,000 sq. ft.
office structure. The monument ground signs are proportionally appropriate as well,
especially when considering the amount of sign square footage not dedicated to text.
When calculating the square footage of the sign text only, the signage only amounts to
approximately 48 sq. ft., while 75 sq. ft. of the monument sign is aesthetically significant
backing. If the monument signs were to be reduced to 50 sq. ft., text area would remain
similar while the majority of the backing area would be removed, creating a less
attractive sign for no real benefit.
The three (3) directional signs are all non-conforming for various reasons, but enhance
the site design of the project and will be beneficial for those attempting to navigate
between the new Medical Center and the existing Arroyo Grande Community Hospital.
Restricting the directory signs to five feet (5’) in height and requiring specific placements
of signage will not enhance the site design and will unnecessarily prevent effective sign
placement.
ALTERNATIVES:
The following alternatives are presented for ARC consideration:
1. Recommend approval of Planned Sign Program 17-002 to the Planning
Commission;
2. Modify and recommend approval of Planned Sign Program 17-002 to the
Planning Commission;
3. Recommend denial of Planned Sign Program 17-002 to the Planning
Commission;
4. Provide direction to staff.
ADVANTAGES:
The proposed signage, in light of the scale and unique nature of the site, will provide
effective and visually pleasing signage for the new Medical Center.

DISADVANTAGES:
Approval of the proposed project would increase the amount of signage for an office
structure beyond the permissible amount identified in the AGMC. However, Planned
Sign Programs allow for this when proposed signage is compatible and consistent
within a development and not detrimental to the public health, safety or welfare.
ENVIRONMENTAL REVIEW:
The project was reviewed in accordance with the California Environmental Quality Act
(CEQA) and determined to be categorically exempt per Section 15311(a) of the CEQA
Guidelines regarding new construction of an on premise sign.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54654.2. No comments have been received.
