STREET; APPLICANT – JENNIFER DAW

SUMMARY OF ACTION:
Recommendation for future action by the Planning Commission will result in
modifications to the existing Arroyo Grande Shopping Center Planned Sign Program.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
None.
RECOMMENDATION:
It is recommended that the Architectural Review Committee (ARC) review the proposed
sign program and make a recommendation to the Planning Commission.
BACKGROUND:
The subject property is zoned Gateway Mixed Use (GMU) (Attachment 1), and requires
review by the ARC. The City Council adopted Resolution No 4528 approving Planned
Sign Program (PSP) 13-001. On February 25, 2013, the ARC reviewed PSP 13-001
and recommended PSP 13-001 for approval with minor modifications and clarifications
(Attachment 2). Planned Sign Program 13-001 has undergone multiple revisions since
the original approval. Most recently, PSP 13-001 was modified in June of 2016 in order
to clarify directory signage and to modify how signage for Building B was to be
processed (Attachment 3).
Project Description
The applicant is now applying for a Planned Sign Program primarily to permit Building
Pad E, previously occupied by Cookie Crock, to install two (2) wall signs with a
maximum of square footage of seventy (70) sq. ft. each Building Pad E is currently
permitted only one (1) wall sign of seventy (70) sq. ft. It is requested that the ARC
review the proposed changes and give a recommendation regarding conformance with
the original intent and design of the approved PSP 13-001.

ANALYSIS OF ISSUES:
Planned Sign Program Modifications
The following changes are proposed as part of the project:
1. Page 8 – Miscellaneous Tenant Building Signage
a. Add “landlord has the right, at their discretion, to allow additional tenants
on the business directories, if space available.” Currently, Building Pads
E-H are not permitted to be identified on the business directories.
2. Page 16 – Building Pad A
a. Clarify that the percentage remaining of allocated wall signage square
footage for Tenant 2 is 33%.
3. Page 19 – Building Pad B
a. Add “Placement on the business directory is based on availability and
Landlord’s discretion.”
4. Page 20 – Building Pad B
a. Replace “have the ability to” with “can.”
5. Page 30 – Building Pads E-H
a. Change Building Pads E-H to Building Pads F-H
b. Add “Building Pad E is allowed two (2) wall signs and one (1) ground
sign.”
6. Page 31 – Building Pad E
a. Further clarification on Building Pad E being permitted two (2) wall signs,
up from one (1) wall sign. Building Pads F-H are still limited to one (1) wall
sign per business.
7. Page 36 – Business Directory Signs
a. Add “Landlord has the discretion to approve tenants on the directory signs
if space is available.”
The proposed changes are mostly minor clarifications to the Sign Program. The
significant modification is the permitting of two (2) wall signs for Building Pad E. Building
Pad E is the largest of the four (4) major tenants spanning the rear of the shopping
center and is located in the rear corner of the property, furthest away from either street
frontage. In light of the limited visibility of the structure, additional signage is justified in
order to support the largest commercial space of the shopping center. The maximum
size of seventy (70) sq. ft. per sign is not proposed to be modified at this time.
Proposed Signage
The revisions to the Planned Sign Program are being proposed in part by the new
tenant of Building Pad E, Aldi’s, a grocery store. The proposed signage, designed in
assumption of Sign Program modification approvals, is as follows:

Size: 75 sq. ft., to be conditioned to be a maximum of 70 sq. ft.
Colors: Borders: Yellow, then orange
Background: Dark blue
Lettering: White
Logo: Light blue
Location: On two (2) existing towers framing Building Pad E
Illumination: Internally illuminated
The tenant is proposing two (2) new wall signs to be placed on the towers framing either
side of Building Pad E. The proposed signs are indicated to be seventy five (75) sq. ft.
on project plans, however the applicant is aware of the seventy (70) sq. ft. maximum
and that entitlement approvals will be conditioned to require a reduction of square
footage prior to Building Permit issuance.
The Sign Program does state “Bright, intense colors are inappropriate including the use
of fluorescent, “neon” or “day-go” colors on signs.” While the proposed colors are bright,
other businesses in the shopping center have installed bright colored signs. Additionally,
the proposed design is the standard design and color scheme for the applicant.
ALTERNATIVES:
The following alternatives are presented for ARC consideration:
1. Recommend approval of Planned Sign Program 18-001 to the Planning
Commission;
2. Modify and recommend approval of Planned Sign Program 18-001 to the
Planning Commission;
3. Recommend denial of Planned Sign Program 18-001 to the Planning
Commission;
4. Provide direction to staff.
ADVANTAGES:
The proposed Sign Program modifications would permit additional signage for a building
pad that is located in a location difficult to view from either street frontage.
DISADVANTAGES:
Approval of the proposed Sign Program modifications would allow more signage to be
constructed than would be typically permitted for a new business. However, Planned
Sign Programs allow for these deviations when proposed signage is compatible and
consistent within a development and not detrimental to the public health, safety or
welfare.

ENVIRONMENTAL REVIEW:
The project was reviewed in accordance with the California Environmental Quality Act
(CEQA) and determined to be categorically exempt per Section 15311(a) of the CEQA
Guidelines regarding new construction of an on premise sign.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54654.2. No comments have been received.

SPECIAL MEETING
MONDAY, FEBRUARY 25, 2013
The meeting of the City of Arroyo Grande Architectural Review Committee was called to
order at 1:00 p.m. by Chair Warren Hoag.
ROLL CALL: Present were Committee Members Tom Goss, Michael Peachey, Randy
Russom, Vice Chair Chuck Fellows, and Chair Warren Hoag.
APPROVAL OF MINUTES: None.

II. PROJECTS:
A. CONDITINAL USE PERMIT 12-010, DEVELOPMENT CODE AMENDMENT 13-
001, AND PLANNED SIGN PROGRAM 13-001; APPLICANT–GRAND AND ELM
PROPERTIES, LP; REPRESENTATIVE – JENNIFER DAW, PERKOWITZ AND
RUTH; LOCATION – 1205 EAST GRAND AVENUE

Assistant Planner Aileen Nygaard presented the staff report for the project.
Committee members asked questions about the sign program, the number of placards
on the main monument sign, the size of delivery door signs, and the adjacent car wash
queuing.
Phil Fontes, owner and Jennifer Daw, architect were in attendance to speak about the
proposal. The project is an inline façade renovation, new landscape and hardscape
featuring a new grand entrance off East Grand Avenue. Parking was estimated using a
rough size for the new drive-through restaurant. The Sign program includes removing
pole signs and the roof sign.
Committee members discussed lighting, pedestrian connections and traffic queuing.
Preserving pedestrian access to the Poplar Street neighborhood and creating a new
sidewalk connection from East Grand through the parking lot to the stores at the rear of
the property were important issues.

Warren Hoag made a motion, seconded by Tom Goss, to recommend to the Planning
Commission that the project be approved with conditions:
1) Keep access connection to the Poplar Street neighborhood and provide ADA
compliance.
2) Increase decorative paving at East Grand Avenue and throughout center for
pedestrian connections.
3) Expand the planter at Elm Street around the monument sign.
4) Traffic Commission to evaluate queuing for the carwash.
5) Expand pedestrian trail from East Grand to the plaza at Building B.
6) Improve back of Building B with articulation. Signage may be located on back
as well.
7) Reduce the driveway widths to reduce the pedestrian crossing width and add
special paving.
8) Lighting Plan details shall be added and return to ARC.
9) Define locations of blade signs, evaluate size of monument sign and limit
number of names to 5.
10) Add landscape along Poplar Street and possibly refinish wall.
11) Master Sign program should clarify approval of signs is required at City as
well.
12) Add Electric car charging station
13) Provide alternate tree species and bring landscape plan back to ARC prior to
Building permit. Existing palms to be reused.
14) No stucco over foam below 8’ in height.
15) Add railing at plaza on East Grand Avenue.

Monday, June 20, 2016
John Rubatzky made a motion, seconded by Mary Hertel, to recommend approval of the
project to the Community Development Director as submitted with consideration of allowing
the applicant the choice between the glossy black and “one shot” blue colors presented in
the plans for sign lettering.
The motion carried on a 4-0 voice vote with Michael Peachey absent.
6.b. CONSIDERATION OF ADMINISTRATIVE SIGN PROGRAM 16-002; REVISION TO
EXISTING SIGN PROGRAM; LOCATION – INTERSECTION OF E. GRAND AVENUE
AND S. ELM STREET; APPLICANT – JENNIFER DAW (Anderson)
Planning Technician Anderson presented the project.
Planning Technician Anderson and Planning Manager Downing responded to questions
from the Committee regarding the need for ARC approval for future sign proposals,
differences between directory and monument signs, and clarification on sign placement
limitations for Building Pad “D.”
The Committee provided comments in support of the project, cooperation between staff and
the property owner in an attempt to have each tenant shown on shopping center directory
signs, limiting tenant turnover, and correcting the Planned Sign Program so that Building
Pad “D” will be disallowed from placing signage on the western building elevation.
Warren Hoag made a motion, seconded by Bruce Berlin, to recommend approval of the
project to the Community Development Director with the following conditions:
1. Correct the Planned Sign Program so that wall signs are disallowed on the
western elevation of Building D, rather than the southern elevations.
2. Encourage staff to work with the property owner in an effort to have each
business listed on one of the directory signs.
The motion carried on a 4-0 voice vote with Michael Peachey absent.
7. DISCUSSION ITEMS

8. COMMITTEE COMMUNICATIONS
The Committee provided updates as to upcoming vacation plans.
9. STAFF COMMUNICATIONS
Planning Manager Downing informed the Committee of the upcoming webinar sponsored by
the Community Development Department regarding affordable housing.

The meeting was adjourned at 3:30 p.m. to a meeting on July 18, 2016 at 2:30 p.m.
