SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2017 STREET
RESURFACING PROJECT, PW 2017-05

SUMMARY OF ACTION:
Take action to accept the 2017 Street Resurfacing Project and begin the one-year
warranty period for any defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
An allocation of $845,000 is included in the Capital Improvement Program budget
pavement management program account for FY 2017/18. Approximately $85,300 was
carried over from FY 2016/17 for a total available budget of $930,300 for design,
construction, administration, inspection, etc. It is proposed that any unused funds be
carried over to the pavement management program account for FY 2018/19. The
recommended action will not impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by American Asphalt South, Inc.
in accordance with the plans and specifications for the 2017 Street Resurfacing
Project, PW 2017-05;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.
BACKGROUND:
On September 12, 2017, the Council awarded a construction contract to perform the
2017 Street Resurfacing Project to American Asphalt South, Inc. in the amount of
$171,524.71 and authorized the City Manager to approve change orders in the amount
of $17,152.47. The contractor’s final construction cost for this project is $182,005.20.

The project consisted of a slurry seal application to North Mason Street, Nevada Street,
and street segments in the Crown Hill neighborhood in the vicinity of Paulding Middle
School and a microsurfacing application on East Branch Street from Traffic Way to
Mason Street following the repairs that were performed as part of the 2017 Street
Repairs Project.
The project also included a slurry seal application and restriping of East Branch Street
from Garden Street around the curve towards Huasna Road; the installation of two-way
left turn arrows on East Grand Avenue at Alpine Street; refreshing the existing striping
at the East Grand Avenue/Courtland Street intersection; and striping on the Camino
Mercado curve.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications within the contract timelines and under the available budget. There are no
outstanding issues.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the 2017 Street Resurfacing project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. The consistent application of slurry seal is part of an annual maintenance
program essential to ensure the integrity of the City's roadway network. The project
implements the Council goal to support City infrastructure.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
