SUMMARY OF ACTION:
Take action to accept the Municipal Water Well No. 11 Treatment Plant Construction,
Well Equipment and Pipeline Installation Project and begin the one-year warranty period
for any defects that may arise.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The Capital Improvement Program budget included $656,818 for the subject project
over three fiscal years. The total project cost (design, construction, administration,
inspection, start up and testing, etc.) is estimated at $611,900. The remaining funds will
be returned to the Water Availability Fund balance. The recommended action will not
impact staff resources.
RECOMMENDATION:
It is recommended the City Council:
1. Accept the project improvements as constructed by Brough Construction, Inc. in
accordance with the plans and specifications for the Municipal Water Well No. 11
Treatment Plant Construction, Well Equipment and Pipeline Installation Project,
PW 2010-07;
2. Direct staff to file a Notice of Completion; and
3. Authorize release of retention, thirty-five (35) days after the Notice of Completion
has been recorded, if no liens have been filed.

BACKGROUND:
On April 11, 2017, the Council awarded a construction contract to perform the Municipal
Water Well No. 11 Treatment Plant Construction, Well Equipment and Pipeline
Installation Project to Brough Construction, Inc. in the amount of $429,573 and
authorized the City Manager to approve change orders in the amount of $42,957. The
contractor’s final construction cost for this project is $422,585.
The project consisted of converting an existing irrigation well on La Canada to domestic
use by providing appropriate treatment facilities. The project also included the
construction of a water and backflush pipeline, a treatment plant building and well site
improvements.
ANALYSIS OF ISSUES:
The contractor has completed the work in accordance with the approved plans and
specifications within the contract timelines and under the available budget. Therefore,
staff is recommending that the Council accept the project and release the retention to
Brough Construction, Inc. following the lien period.
The project was designed whereas the City would purchase the treatment plant and
associated equipment separately and furnish it to the selected contractor for installation.
Performance of the owner furnished treatment plant to produce water quality that meets
drinking water standards was not a requirement of Brough Construction, Inc.’s contract.
Staff is currently working with our water quality consultant engineer to adjust the
chemical feed process to assure the treated water will consistently meet the standards.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Accept the Municipal Water Well No. 11 Treatment Plant Construction, Well
Equipment and Pipeline Installation Project;
2. Do not accept the project;
3. Accept the project but do not authorize release of retention; or
4. Provide direction to staff.
ADVANTAGES:
The project is complete and accepting the improvements will allow staff to close out the
project. The project is consistent with the Council goals to support City infrastructure
and to increase water security. The project will provide an additional 40 to 50 acre-feet
per year of water supply for the City from a well that is in the Pismo formation and not
part of the Santa Maria Groundwater Basin and is currently exempt from the
Sustainable Groundwater Management Act.

No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is needed to accept the project.
