CC 2018-03-13_09d Appointment to Traffic Commission_Storton MEMORANDUM TO: CITY COUNCIL FROM: JIM BERGMAN, CITY MANAGER BY: JESSICA MATSON, EXECUTIVE ASSISTANT/DEPUTY CITY CLERK SUBJECT: CONSIDERATION OF COUNCIL APPOINTMENT TO TRAFFIC COMMISSION DATE: MARCH 13, 2018 SUMMARY OF ACTION: Appointment of a new commissioner to the Traffic Commission to fill a current vacancy. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: There is no fiscal impact from this action. RECOMMENDATION: It is recommended the Council approve the recommendation of Council Member Brown to appoint Timothy Storton to the Traffic Commission. BACKGROUND: City Council policy sets forth appointment procedures for the City’s Commissions, Boards and Committees. Policy No. 4 of the City Council Operations Manual, Section 3 states that the Mayor and each member of the Council shall appoint a representative to the various Commissions, Boards and Committees, subject to the approval by a majority vote of the Council. All Commission and Board Members serve at the pleasure of the Council. ANALYSIS OF ISSUES: A vacancy occurred on the Traffic Commission due to the resignation of Jim Carson, effective February 1, 2017. The term for the seat expires January 31, 2019. A Notice of Vacancy was posted pursuant to Government Code Sections 54970-54974 at City Hall. In addition, the vacancy has been posted on the City website and social media accounts, as well as on Government Access Channel 20. Timothy Storton has submitted an application and is recommended for appointment by Council Member Brown. Approve Council Member Brown’s recommended appointment; 2. Do not approve the recommended appointment; or 3. Provide direction to staff. ADVANTAGES: Approving the recommended appointment will provide for a full membership of the Traffic Commission. DISADVANTAGES: No disadvantages are identified. ENVIRONMENTAL REVIEW: No environmental review is required for this item.
