Item 8.a. - Page 1 Item 8.a. - Page 2 TBRA - Tenant-Based Rental Assistance - HOME FUNDS $0 funding is being recommended Through the Supportive Housing Consortium, of which 5CHC is a member, our clients have benefited significantly through the TBRA program. We have been able to leverage dollars using TBRA when other funds have not been available. This is an important source for rapid re-housing dollars, used countywide. As your recommendation for funding the ESG Rapid Re-Housing Program is remaining flat from 2017, the loss of TBRA funding will have an additional net affect of reducing resources available to residents in South County. OTHER IMPACTS TO SOUTH COUNTY HOMELESS SERVICES PROGRAMS There are two program changes in 2018 that will have significant impact to services available to South County residents - resulting in roughly a $500,000 decrease in South County services in 2018. 1) Klaproad Rapid Re-Housing Program: Through a grant from the Community Foundation, 5CHC has provided Rapid Re- Housing services for the past 2 1/2 years, $800,000. This program was only available to families and individuals who were homeless, and became homeless living in South County. More than 200 families benefited from this program. 99 families were permanently housed through case management, deposit and rental assistance; with 95% maintaining their housing since the program inception. Funding for this program, provided through a bequest to the Community Foundation, was exhausted on Dec. 31, 2017. 2) CAPSLO South County Case Management Program: For the past several years CAPSLO provided a homeless case management program in Grover Beach. Funding for this $200,000 program was cut mid-year 2017 due to changes in HUD priorities, and the program has been discontinued. The net affect has been a significant reduction of case management services for those who are homeless in South County. RECONSIDERATION OF THE RECOMMENDED GRANT ALLOCATIONS CDBG recommendation of $25,000 for subsistence payments for eviction prevention and deposit assistance: Please consider an increase to the $37,000 requested. 5CHC successfully managed a pilot program in Grover Beach in 2017 for this program. Currently a similar application has been submitted through the City of Grover Beach to continue this program for Grover Beach residents through 2020. 5CHC is seeking to expand this program for services in the Urban County, as one means of maintaining the services that will no longer be supported through the Klaproad Rapid Re-Housing Program. General Fund Grant Request: As the primary provider of homeless services in South County, which encompasses more than 1/3 of the County's homeless population, 5CHC is seeking funding though the General Fund to augment rapid re-housing services with financial literacy; case management; street outreach and engagement (including homeless youth outreach); benefits counseling (SSI, SSDI, MediCal, DSS); respite care for medically fragile and substance abuse treatment (contracting with Good Samaritan Shelter); and assistance for immediate needs. Since moving to our new offices in May, we are now seeing over 300 visits per month, in addition to phone traffic. About ¼ of these visitors have not sought services with 5CHC previously. Of the $75,000 requested, for which no funding is recommended, we would ask specifically for reconsideration of three areas of our proposal. To support HASLO in applying for tax credits in March 2018, staff is issuing revised draft funding recommendations reflecting the proposed change. This is informational only and will not start a new formal public comment period; although members of the public are free to submit comments any time up until April 17, 2018. Staff’s December 21, 2017 funding recommendations would allocate $300,000 in CDBG funds to PSSH’s Templeton Place II project. In the letter PSSH requested staff revise the recommendations to allocate these funds to HASLO’s Courtyard at the Meadows project instead. As part of this plan, PSSH’s Templeton Place II would receive an equivalent amount from HASLO through the Project Based Section 8 program. Staff supports this change since it would be mutually beneficial for both non-profits and would fund the same projects in staff’s original recommendations.
