RESOLUTION NO. 1977
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ARROYO GRANDE APPROVING GENERAL PLAN
AMENDMENT NO. GPA 86-1, PROPERTY GENERALLY LOCATED
ON SOUTH HALCYON ROAD, NORTH OF THE ARROYO GRANDE COMMUNITY
HOSPITAL, AS APPLIED FOR BY J. E. AND S. H. JORGENSEN
WHEREAS, the Planning Commission of the City of Arroyo Grande has
held the required public hearing at its regular meetings of June 17, 1986,
and July 1, 1986, to consider an amendment to the General Plan Land Use
Element Map on the following described property:
In the City of Arroyo Grande, County of San Luis Obispo,
State of California, Parcels 11 and 2 of Parcel Map 73-163.
Also identified by County Assessor's Parcel No. 6-391-42
and 6-391-43.
WHEREAS, the Planning Commission feels that the public interest and
general welfare does require such an amendment; and
WHEREAS, the Planning Commission minutes, including a list of persons
who testified at the public hearing, summary of fact and findings, and
copies of any maps pertinent to the proposal, are on file and hereby declared
to be part of said Resolution; and
WHEREAS, the City Council of the City of Arroyo Grande has held the
required public hearing at its regular meeting of July 22, 1986, to consider
an amendment to the General Plan Land Use Element Map and said recommendations
of the Planning Commission; and
WHEREAS, the City Council feels that the public interest and general
welfare does require such an amendment; and
WHEREAS., the City Council minutes, including a list of persons who
testified at the public hearing, summary of fact and findings, and copies
of any maps pertinent to the proposal, are on file and hereby declared
to be part of said Resolution.
NOW, THEREFORE, BE IT RESOLVED that said City Council hereby recommends
as follows:
That the General Plan Land Use Element Map be amended by changing
the classification of certain areas described in Paragraph 1 from Medium
High Density Residential and Open Space Designation to Professional Commercial
and Low Density Residential Designation.
With the following findings:
1- Based on an initial environmental review, a mitigated negative
declaration is deemed appropriate with the conditions stated in the staff
report dated July 1, 1986, which jnclude having a qualified archaeological
consultant onsite for all grading~ trenching, and filling of the 100 foot
wide eastern portion of the site. ,Also that a left turn land be provided
for entrance to the site; and
2. That the proposed amendment is consistent with the goals and
objectives of the General Plan; and
3. That the proposed amendment is consistent with the other 6 mandated
Elements of the Comprehensive General Plan.

On motion of Councilmember Johnson, seconded by Councilmember Moots,
and by the following roll call vote, to wit:
AYES: Councilmembers Gallagher, Johnson, Moots and Porter
NOES: None
ABSENT: Mayor Smith
the foregoing Resolution was passed and adopted this 22nd day of July,
1986.
