CC 2018-03-13_12b Intro Ordinance_Electric Vehicle Charging Stations PP PresentationCONSIDERATION OF AN ORDINANCE ADDING SECTION 15.04.032 TO TITLE 15 OF THE ARROYO GRANDE MUNICIPAL CODE TO CREATE AN EXPEDITED PERMITTING PROCESS FOR ELECTRIC VEHICLE CHARGING STATIONS 3/13/18 1 Background The State of California has determined that the implementation of consistent statewide standards to achieve the timely and cost-effective installation of electric vehicle (EV) charging stations is a matter of statewide concern. The intent of the Legislature is that local agencies not adopt ordinances that create unreasonable barriers and not unreasonably restrict the installation of EV charging stations. 3/13/18 2 2 Background (Cont’d) It is the policy of the State to promote and encourage the use of EV charging stations and to limit obstacles of their use. The intent of the Legislature is that local agencies would minimize the cost of permitting for charging stations, so long as the action does not supersede the building official’s authority to identify and address higher priority life-safety situations. In 2015, the State adopted Assembly Bill 1236, requiring local agencies to adopt an ordinance that creates an expedited and streamlined permitting process for EV charging stations. 3/13/18 3 3 Government Code Section 65850.7 Requirements: Adopt an Ordinance. Adopt a checklist of requirements to help expedite the permitting process for EV charging station permit applicants. Make available the “Zero-Emission Vehicles in California: Community Readiness Guidebook”. Allow electronic submittal of permit applications. Issue the building permit within a reasonable period of time. 3/13/18 4 4 Recommendation It is recommended the City Council introduce an Ordinance adding Section 15.04.032 to Title 15 of the Arroyo Grande Municipal Code (Buildings and Construction) to create an expedited and streamlined permitting process for electric vehicle charging stations as required by Government Code Section 65850.7. 3/13/18 5 5
