Summary of Action –
Request the City Council accept the Planning Commission recommendation to: approve the Resolution adopting the Mitigated Negative Declaration; Lot Merger 16-001; and Conditional Use
Permit 16-008, for the construction of a new, 2,650 square foot, fast-food restaurant with a drive-thru, based upon the findings and conditions of approval.

A six-foot high, decorative wall with pilasters and concrete caps has been designed to extend 277 feet along Faeh Avenue.
It will screen the queue of customer cars and parking stalls along Faeh Avenue.
A 5-foot planting area is proposed between the back of sidewalk and face of wall to soften the buffer.
The customer order board will be screened by the proposed buffer and will include a feature known as Automatic Volume Control (AVC) which will reduce the outbound sound pressure level.

Adjusting for the elevated ambient noise levels surrounding this site, the project is in compliance with Arroyo Grande Exterior Noise Level Standards. The drive-thru Automatic Volume
Control speaker system coupled with the elevated ambient noise level and 6 ft. concrete walls, means that the ordering board and queue for drive-thru will not be audible at the residences
located 80 feet to the south.

Access:
There will be no vehicle access from the project onto Faeh Avenue. Primary access to the site is located on El Camino Real.
The project proponent has acquired the adjacent property to the north and will provide secondary access through that parcel onto North Halcyon Road or El Camino Real.
Adjacent properties include Country Kitchen, Beach Front Auto Services, and IUOE Labor Union.

Traffic & Transportation:
Omni-Means Engineering Solutions prepared a Transportation Impact Analysis Report (TIAR) in July of 2017.
A memorandum was also prepared on September 11, 2017 to address the noon (mid-day) peak hour condition and the Brisco Road restriping analysis.

A commercial kitchen exhaust system known as a Pollution Control Unit (PCU) is proposed for installation.
The system eliminates food odors, grease particles and smoke emanating from the restaurant.

Listed by ETL Testing Lab, assuring acceptance by local building officials.
Designed specifically for removal of grease particles and abatement of smoke from the air stream of commercial kitchen exhaust systems.
