CC 2018-05-08_09e Declare Surplus Property MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, DIRECTOR OF PUBLIC WORKS BY: RAUL JUAREZ, FLEET MAINTENANCE COORDINATOR GLENDA BONER, ADMINISTRATIVE SECRETARY SUBJECT: CONSIDERATION TO DECLARE SURPLUS PROPERTY DATE: MAY 8, 2018 SUMMARY OF ACTION: Authorizing the disposal or sale of a 2005 Ford F-250 truck (PW-2) which has been replaced with an existing vehicle from the Public Works fleet. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: Upon sale of the surplus vehicle, the City could realize a small amount of revenue up to $1,000. Additionally, a minor amount of staff time will be necessary to assist with processing the necessary documentation to sell the vehicle through a surplus auction house. RECOMMENDATION: It is recommended the City Council adopt a Resolution declaring a 2005 F-250 truck (PW-2) as surplus and authorize its sale or disposal. BACKGROUND: The City owns a 2005 Ford F-250 truck (PW-2) which was used by the Utilities Division of the Public Works Department. The vehicle was beginning to need extensive maintenance. The vehicle was replaced with a 2013 Ford F-150 pickup truck (PW-14) which became available upon the purchase of a 2017 C-Max to be used by Public Works Administrative staff. The newer pickup was previously used by a former Public Works Director and had very low mileage. The 2005 Ford F-250 truck (PW-2) is being proposed for surplus and will be sold through authorized disposition procedures. ANALYSIS OF ISSUES: The Public Works Department vehicle fleet is slowly being replaced. As the fleet ages, the cost of maintaining the vehicles increases. In this case, the vehicle being proposed for surplus has 104,609 miles and is eligible to be replaced per the City’s Purchasing Policies which state that a vehicle of this type is eligible to be replaced after 5 years or 80,000 miles. Item 9.e. - Page 1 CITY COUNCIL CONSIDERATION TO DECLARE SURPLUS PROPERTY MAY 8, 2018 PAGE 2 ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Adopt the resolution declaring the vehicle as surplus and authorize its sale or disposal; 2. Do not approve the resolution; or 3. Provide direction to staff. ADVANTAGES: The City could realize some minor revenue of up to $1,000 and remove the vehicle from the Corporation Yard. By replacing the vehicle with an existing vehicle in the fleet, the City will not have to purchase a replacement vehicle. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is required for this administrative action. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. Item 9.e. - Page 2 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING A 2005 FORD F-250 TRUCK AS SURPLUS AND AUTHORIZING ITS SALE OR DISPOSAL WHEREAS, the City of Arroyo Grande (“City”) owns a 2005 Ford F-250 truck and the cost of maintenance of this vehicle exceeds its value; and WHEREAS, this item can be classified as surplus property and made available for sale to private parties or disposed of. NOW THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo Grande does declare as surplus the vehicle described in Exhibit A attached hereto and incorporated herein by this reference, and authorizes staff to sell/dispose of said vehicle in compliance with authorized disposition procedures.
