I-beam Date: May 8, 2018 Ro(.01,6-+ .�0h14s( \ To: Arroyo Grande City Council From: East Cherry Avenue Neighborhood Committee Subject: Regarding an amendment resolution to the East Cherry Avenue Specific Plan by the Planning Commission on May 1, 2018, considering to postponed the installation of the traffic signal at the intersection of Traffic Way and Fair Oaks Drive. To allow on—site housing construction on SATURSDAYS. On May 1, 2018 the City Planning Director presented a resolution for consideration to the Planning Commission. The resolution was in two parts: 1. To delay the construction of the traffic signal at the intersection of Fair Oaks Drive and Traffic Way. 2. To allow on—site housing construction on approximately "52" Saturdays, 3. Also discussed, to allow the construction of model homes prior to the recording of the subdivision tract map that would make the lot legal to sell. The Commission moved to adopt the resolution by a three to two vote. The no votes: One expressed the noise impacted to neighbors on their saturdays off from their work week; One expressed concerns related to the Subdivision Mop Act and the Specific Plan "backbone infrastruture phasing". The yes vote: One expressed allowing construction on saturdays would quicken the completion of the subdivision thus reciept of tax revenues; One express reduced hours on satursday as a compromize; One was in favor of the resolution as presented but added permits be allowed for construction of the model homes. On October 4, 2016, the Planning Commission moved to adopt the resolution recommending City Council to approved the East Cherry Avenue Specific Plan and the vesting tenetive tract map 15-001 with modifications. 1. require road improvements prior to issuance of a building permit 2. require traffic signal installation and road improvements prior to issuance of a building permit. 3. the reduction of lots facing on East Cherry Avenue reducing the number of buildable sites to 51. The motion passed three to two. To Note: The same commissioners in favor of "on" issuances of building permits prior to the recording of the tract map are now recommending allowance to permit construction of home models. 1 \a��l�' cc • i T8 address the neighborhood concerns it should be mention that the only reliance ' we have is the specific plan as adopted the the city council in February 2017. On May 7, 2018 1 met with 15 of the 20 households on East Cherry Avenue and we discussed the following: Item: the postponment of the installation of the traffic signal, "we agreed": 1. This is an issue between the City and the Developer. The Specific Plan as illustrated on Table II on page 33, "backbone infrastructure phasing" implies street improvements be completed prior to the final map recordation and bonding consideration. It is suggested that a construction zone be posted on and before the Traffic Way street exit on Hwy. 101 and to slow down off—ramp traffic, installation of a stop sign, Note: The Traffic Way ramp exit is approximately third tenths of mile in length (1600 feet) allowing back up traffic for approximately 50 vehicle. The Traffic Way exit is the only ramp exit that does not have a stop sign through the five cities and beyond through the City of San Lo. Item: Consideration allowing construction on 52 satursdays to advance completion of the subdivision development, "we agreed": Noise Levels Concerns: We live with the movement of a thousand vehicles passing through our neighborhood each day, though early mornings on Satursdays and Sundays traffic is at a minimum providing a relief from the week day traffic. With the addition of the construction of building structures along East Cherry Avenue will raise noise levels beyond comfort levels we experience on the weekends which is for most, our days of rest after our work week. It is suggested that home structure framing construction not be allowed on satursdays along East Cherry Avenue and the north side of B street. (lots 1-18) However to compromize, satursday construction is acceptable south of B Street. and certain interior building trades be allowed on East Cherry Avenue. 2 Construction of home models: It is unclear whether the developer will be building the future homes in phases or will the lots be sold to individual owners who will apply for building permits. As of this date, the subdivision tract map is being prepared. The process will entail developers surveyor map preparation, a City consultant surveyor review, submittal to the County Surveyor for compliance with the Subdivision Map Act, back to the developer's surveyor for corrections or amendments and signitures, then to the recorders office. a three month process. The specific Plan states construction of the subdivision infrastructure, roads, and utilities be completed before issuance of home building permits. That, issuance of building permits will be issued when the subdivision tract map is recorded and lots can be legally sold. Being it has been a year and four months since the City Council approved the specific plan and the phasing of the tract development, "we agreed" , the neighbors should not bear any responsibilties or consquences due to delays or procastination of the development process. We suggest, to promote sells of the housing project, the developer post on the site development signs a vitual tour web—site of homes constructed by developer prior to the recordation of the tract map, this will expidite sells of lots and homes.
