CC 2018-05-22_12a 911 Memorial at Fire Station 1 MEMORANDUM TO: CITY COUNCIL FROM: TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR BY: MATTHEW DOWNING, PLANNING MANAGER SUBJECT: CONSIDERATION OF 9/11 FIRST RESPONDERS MEMORIAL AT FIRE STATION 1 LOCATED AT 140 TRAFFIC WAY DATE: MAY 22, 2018 SUMMARY OF ACTION: Approval of the proposed project will allow for the installation of a 9/11 First Responders Memorial (the “Memorial”) as an Eagle Scout project by Zachary Hall at Fire Station 1 owned by the City of Arroyo Grande. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: No financial impact is projected as a result of the installation of the Memorial. Materials will be donated and fundraising will be conducted by Mr. Hall. Costs associated with maintenance are anticipated to be limited to light bulb replacement and weeding of the Memorial. Additional materials will be donated by Mr. Hall to be used in the unfortunate event that the Memorial is damaged. RECOMMENDATION: It is recommended that the City Council approve the installation of the proposed 9/11 First Responders Memorial at Fire Station 1. BACKGROUND: In 2017, Boy Scout Zachary Hall contacted staff regarding his desire to construct a memorial for the tragedies that occurred on September 11, 2001, as part of his efforts on becoming an Eagle Scout. Mr. Hall was interested in understanding the process of bringing the proposal through the appropriate public process for consideration by the City Council. At first, the project was categorized as a public art project and was processed through the City’s Public Art Donation process. However, following discussion by staff, it was determined that the Memorial was more appropriate for individual consideration by the City Council aside from the public art process due to the nature of the Memorial as an Eagle Scout Project, the Memorial’s location on City property instead of private property, and the project being a memorial not subject to artistic interpretation. Mr. Hall has submitted a comprehensive project description (Attachment 1) detailing the intent for the project to provide the City a tribute to the first Item 12.a. - Page 1 CITY COUNCIL CONSIDERATION OF 9/11 FIRST RESPONDERS MEMORIAL AT FIRE STATION 1 LOCATED AT 140 TRAFFIC WAY MAY 22, 2018 PAGE 2 responders lost on that day, to allow the community a place to reflect on the event, and provide for conversation with younger generations through time. ANALYSIS OF ISSUES: The City does not currently have a memorial for the September 11, 2001 terrorist attacks. Mr. Hall proposes to construct the Memorial on the Station Way side of Station 1, working with the existing topography. The Memorial is proposed to be a pentagon filled with decomposed granite and two (2) stone towers inside. Set into the pentagon are 412 ceramic tiles representing the 344 firefighters (red), 60 police officers (blue), and 8 EMTs (white) lost that day. The Memorial is also proposed to include a pedestal to display a piece of steel from the World Trade Center held by the Five Cities Fire Authority. The steel is proposed to be located off the existing sidewalk near the entrance of Station 1, to allow visitors to touch and experience the steel. The pentagon is located further on the slope to allow for viewing from the public sidewalk but not to be walked on. Plaques for both the pentagon and the steel will be included with the Memorial to explain to visitors the significance of the Memorial. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Approve the installation of the proposed 9/11 First Responders Memorial at Fire Station 1; 2. Approve the installation of the proposed Memorial at an alternate City facility; 3. Do not approve the installation; or 4. Provide direction to staff. ADVANTAGES: The well-developed Memorial will provide the community a permanent place to commemorate September 11, 2001 and will serve as an Eagle Scout Community Service Project. DISADVANTAGES: None identified. ENVIRONMENTAL REVIEW: In accordance with the California Environmental Quality Act (CEQA), the State CEQA Guidelines, and the Arroyo Grande Procedures for the Implementation of CEQA, the proposed project has been determined to be categorically exempt per Section 15301 of the Guidelines regarding existing facilities. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2. At the time of report publication, no comments have been received. Eagle Scout Service Project description prepared by Zachary Hall, Boy Scout Troop 450 Item 12.a. - Page 3 Eagle Scout Service Project 9/11 First Responders Memorial Zachary Hall Boy Scout Troop 450 To Benefit City of Arroyo Grande & Five Cities Fire Authority ATTACHMENT 1 Item 12.a. - Page 4 In front of the office at Five Cities Fire Authority Headquarters on the corner of Station Way and Traffic Way in Arroyo Grande is a 16 foot wide by 18 foot long empty space filled only by wood chips. I plan to create a 9/11 memorial in this space. This will not be a standing structure, but rather built into the hillside, flush with the ground. It is a place that will make it easy to see from the sidewalk, the street, and from the post office across the street. The design of my project begins with a pentagon that has 9 foot long sides on the outer edge. The edges will be a 4 inch wide curb of concrete all the way around. The pentagon represents the bravery of the people who helped those affected by the attack on the Pentagon, which is not generally the focus of 9/11 memorials. On the top surface of the concrete edge will be small circular ceramic tiles to represent the first responders who lost their lives on 9/11: 344 red for firefighters, 60 blue for police, and 8 white for EMT, 412 total tiles running along the sides of the design, spaced evenly. Inside the pentagon, the twin towers will be represented by 11 feet long and 18 inches wide paths made of porcelain pavers. This is a true to life proportion of the towers. They will not have any names engraved or stamped into the pavers for privacy reasons and the names would take away from the design because there would be so many names in such a small space. The 5 Cities Fire Authority has an artifact from the events of 9/11. It is a 2 foot long by 16 inches wide piece of steel from the twin towers. Right next to the building is a sidewalk, and on the side of that closest to the street will be a brick pedestal. The artifact will be mounted on the pedestal. The artifact will be angled up to be facing the street so that someone viewing the pentagon design will be able to see it is also part of the memorial. People can access it from the existing sidewalk near the parking lot. I will install a decomposed granite pathway 36” wide for ADA access to the front of the pedestal so everyone can read the informational plaque there. I don’t want people walking on the paths of my design so I’ll put another informational plaque close to the sidewalk so that people can read it without standing on the design. All areas of the design not covered by the towers or the pedestal will be covered by tan decomposed granite. I chose this color because it gives the best contrast to the towers and makes the design more cohesive. A light post matching the existing light post will be added between the existing tree and the bottom left corner of the pentagon to illuminate the design at night. The artifact should receive sufficient lighting from the current light post. This project gives the city a tribute to the fallen first responders from 9/11. The events of 9/11 affected all Americans. This memorial will respectfully and artistically represent the heroes lost that day. People from the community can come here to reflect and keep the memory of the event. The project will help spark conversation for young people like me who did not experience an event like this in their lifetime. SINCE THEN, MORE THAN 350,000 TONS OF STEEL HAVE BEEN EXTRACTED FROM GROUND ZERO. ACCORDING TO FEMA, MOST OF THE STEEL WAS BARGED OR TRUCKED TO NEW JERSEY SALVAGE YARDS WHERE IT WAS TO BE CUT UP. THE STEEL WAS SHIPPED ALL OVER THE WORLD FOR REUSE, GOING AS FAR AWAY AS CHINA AND INDIA. MUCH OF THE SALVAGED STEEL WAS USED FOR RECYCLING AND NEW CONSTRUCTION PROJECTS, BUT SOME OF IT HAS GONE ON TO BE PART OF MEMORIALS, MUSEUMS, AND EVEN A U.S. NAVY BATTLESHIP. THE SALVAGE EFFORT ALSO LEFT BEHIND ABOUT 1,200 BEAMS THAT WERE HOUSED IN HANGAR 17 AT JOHN F. KENNEDY INTERNATIONAL AIRPORT IN QUEENS, NEW YORK. PIECES OF SALVAGED STEEL HAVE GONE TO MEMORIALS IN ALL 50 STATES AND 7 COUNTRIES. (Informational Bronze Plaque On Pedestal With Steel) Item 12.a. - Page 14 Maintenance Concerns Maintenance on this memorial will be minimal. Periodically, the light bulb in the light post will need to be replaced. The tiles will be recessed into the concrete curb, making them very difficult to remove. I will provide the city with additional tiles for the extremely unlikely event that one needs replacement. All of the materials are designed for outdoor use, so wear and tear will be very slow. The porcelain pavers are freeze and thaw resistant to temperatures of -60F and 140F. They are not meant to be walked on, but every paver can withstand loads of over 2,200 lbs. They are unaffected by alkalis, acids, and other chemical agents, and resistant to surface mold, moss, dirt, and stains. If stains develop, the pavers can be pressure washed safely. The artifact will be installed in such a fashion that will make its removal very difficult if not impossible. The artifact will be close enough to the main entrance of the fire station, which should deter any vandalism. The pedestal will be made of high quality bricks, so breakage and fading are of little concern. Gopher mesh will be installed under the DG area and entire pentagon so gopher mounds and weeds will also be of little concern. Item 12.a. - Page 15 Zachary Hall My name is Zac Hall. I am a freshman at Central Coast New Tech High School and a Boy Scout in Troop 450 from Nipomo, California. I hold the rank of Life Scout and I am currently working on becoming an Eagle Scout. The next step is to complete my Eagle Scout Community Service Project. The purpose of the Eagle Scout Project is to teach the scout how to plan, develop, and lead a project through to completion. It involves providing leadership to other Scouts and adults, while giving a lasting benefit to the community. For my project, I want to create a 9/11 memorial at the 5 Cities Fire Authority Headquarters because I understand how important this event was in shaping our identity as a nation and want to help the fire station display their artifact from the event. I got the inspiration for this project after seeing what the city of San Luis Obispo installed at their fire station. Even though this happened before I was born, this was an event that Americans should never forget. After watching a documentary on the search for bin Laden, I saw what lengths our nation went to to prevent anything like this from ever happening again to any nation. The impact of this event was so widespread that at one point, based on a Slate study, 20% of Americans knew someone who was injured or killed in the events of 9/11. Scouting is a huge part of my life. I joined the BSA on February 23, 2014. I reached the first major milestone of First Class on September 16, 2015. I have gone to summer camp three times, twice to Rancho Alegre and most recently to Camp Three Falls in Frazier Park. Last summer I went to National Youth Leadership Training at Rancho Los Mochos in Livermore. Item 12.a. - Page 16 I have served as a Patrol Leader of my patrol in my troop, as the troop librarian, and as the troop guide. I have also served Cub Scout Pack 405 as a Den Chief since May 2017, where I provide leadership assistance to the adult leadership of the Cub Scouts. My other hobbies include roller hockey and cubing. I started playing hockey in September of 2015. Since then, I have played through 3 divisions in the San Luis Obispo YMCA league and have joined the Central Coast Chiefs, based at Paulding Middle School. I play left wing for the Chiefs. Cubing is the term for the hobby involving Rubik’s Cube. I have been cubing since June 2016. I enjoy cubing because it brings people together. I have competed in 2 competitions and have hosted one. I am ranked within the top 10,000 in the United States. I give back to the community through my troop and through the Order of the Arrow, which is a Boy Scout honor society where I hold the rank of Brotherhood. I have assisted with other Scouts’ Eagle projects, served food at Nipomo’s community dinners, placed flags at the cemetery for Memorial Day, and many other projects. Most recently, I helped clean up Rancho Alegre after all the facilities and plant life were destroyed by the Whittier Fire. I enjoy giving back to the community, so I am excited to have the opportunity to complete this project.
