CONSTRUCTION, INC. FOR CONSTRUCTION OF THE 2018
CONCRETE REPAIRS PROJECT, PW 2018-03

SUMMARY OF ACTION:
Award of a construction contract for concrete repairs and sidewalk installation within the
City. Work is anticipated in July and August 2018.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
It is proposed that the project be funded as follows. Staff time will be necessary to
coordinate construction activities with the contractor and construction management and
testing consultants.

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for the 2018 Concrete Repairs Project to G. Sosa Construction,
Inc. in the amount of $128,900; and
2. Authorize the City Manager to approve change orders for 10% of the contract
amount, $12,890 for unanticipated costs during the construction phase of the
project (total construction costs = $128,900 + $12,890 = $141,790).

BACKGROUND:
On May 8, 2018, the Council approved construction plans and specifications for the
2018 Concrete Repairs project which consists of the replacement of damaged/uplifted
sidewalk and uplifted curb and gutter adjacent to mature trees along segments of
Halcyon Road and in locations in the vicinity of Harloe Elementary School, replacement
of a section of sidewalk on Huasna Road east of Callie Court, and the installation of
sidewalk on Farroll Avenue between Gaynfair Terrace and Alder Street. The project
includes locations in the Base Bid and Add Alternate Bid locations in order to allow the
City to award the Base Bid as well as Add Alternate Bid items in any order or quantity of
Add Alternates based on available funding.
The specifications restrict work hours on Farroll Avenue and on South Halcyon Road
between Fair Oaks Avenue and Farroll Avenue for work extending past August 15,
2018, in order to maintain student pedestrian traffic.
ANALYSIS OF ISSUES:
On May 31, 2018, three bids were received for the 2018 Concrete Repairs project. The
lowest bid, from G. Sosa Construction, Inc. was in the amount of $128,900. The bid has
been determined to be responsive and G. Sosa Construction, Inc. to be a responsible
bidder.
Based on the total concrete repair program budget available, the award of a
construction contract to G. Sosa Construction, Inc. is recommended as follows:

The contract time is 30 working days. It is anticipated work will be completed in July and
August 2018.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations;
2. Do not approve staff’s recommendations and request further information;
3. Modify staff’s recommendation and approve; or
4. Provide direction to staff.
ADVANTAGES:
The project will reduce the potential trip and fall hazards along selected streets, address
complaints from the public, improve access for individuals with mobility limitations,
provide enhanced access to Harloe Elementary School and is consistent with the City
Council goal to support City infrastructure.
DISADVANTAGES:
There will be intermittent sidewalk closures during the project. These will be minimized
as much as possible with construction being scheduled during the school summer
break, and the project specifications require the contractor to notify affected businesses
and residents in advance.

ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Guideline Section 15301(c) for existing sidewalk, gutter and similar
facilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
