SUPPORTING ASSEMBLY BILL 2666
OUTLAWING A TELEPHONE LOTTERY
WHEREAS, Assembly Bill 2666 has been introduced to expressly outlaw L
a telephone lottery in California; and .
, WHEREAS, "Oial-a-Bet" would open the door to gambling across state
I
I lines in violation of federal law; and
I
I
, WHEREAS, the difficulty in policing minors from participating in
I
I the lottery will dramatically increase with the use of a residential telephone
lottery; and
..
I WHEREAS, five companies are currently negotiating with the Lottery
i
, Commission and Pacific Bell for telephone lottery contracts; and
i
~!HEREAS , the Lottery Commission is considering implementing the "Dial-
a-Bet" scheme in California; and
, WHEREAS, of the 19 states which operate lotteries, none of these
! states have a telephone lottery; and
WHEREAS, the California voters approved only a traditional lottery,
and the Commission should give it a chance to work before expanding gambling.

i NOW, THEREFORE, IT IS HEREBY RESOLVED that the City Council of the
City of Arroyo Grande supports the passage of AB 2666.
On motion of Council Member Johnson, seconded by Council Member Porter, [-
and on the following vote, to wit:
AYES: Mayor Smith and Council Members Gallagher, Johnson, Moots and
Porter
