Created to offset rising costs and shrinking ability to generate revenue for services

How it was Supposed to Work
Identify infrastructure that needs long-term maintenance
Establish how much it will cost to maintain for the year
Set assessment to recover those cost
Property owners pay the cost to maintain the infrastructure and fulfilled by City crews or contracts

Reality
People forget the deal because they are one or more steps removed
Some assessments have stagnated due to Prop 218 requirements (Collecting the same $100 since 1992)

Two Views & Little Communication
Some property owners are under the assumption that it is the City’s responsibility to do this work.
It is the responsibility of the property owners to maintain these improvements as approved.

Better Answer is a Partnership
Advantages to having the district:
We are able to get all property owners to pay on their tax bill – No free riders or forming an HOA and getting neighbors to pay
We are set-up to do this work and the property owners most likely have better things to do with their time
In some cases we have access to really cheap labor (inmates, CCC, interns)
In some cases, the parcel owners may have access to cheaper labor
We become partners instead of regulators those to be served and the infrastructure is maintained, the city looks great, the property owners benefit in a nice neighborhood and all the
other tax payers are not burdened by the unique aspect of each subdivision.

1.) Adopt a Resolution describing any proposed new improvements and ordering preparation and filing of an engineer’s report.
The City Council adopted Resolution Nos. 4842, 4843, and 4844 on April 10, 2018.No new improvements or substantial changes in existing improvements are proposed for Fiscal Year 2018-19.
2.) Approve the Engineer’s Report and adopt a Resolution of Intention to levy and collect assessments under the subject assessment districts for the upcoming fiscal year. It also states
whether the assessment is proposed to change from the previous year and sets a date, hour and place for a public hearing.
Engineer's Reports were approved on June 12th, 2018 by the City Council

3.) Conduct the public hearing affording all interested parties the opportunity to hear and be heard.
To be scheduled for June 26, 2018.
Adopt a Resolution confirming the assessment, which constitutes the levy of the assessments for the 2018-19 fiscal year.
The subject of tonight’s June 26, 2018 City Council meeting.
