DPAB 2018-03-29_07a Approval of Minutes DRAFT ACTION MINUTES REGULAR MEETING OF THE DOWNTOWN PARKING ADVISORY BOARD THURSDAY, JULY 20, 2017 ND 2 FLOOR CONFERENCE ROOM CITY HALL 1. CALL TO ORDER Acting Chair Kevin Delaney called the Regular Downtown Parking Advisory Board meeting to order at 8:35 a.m. 2. ROLL CALL Board: Board Members Mike Zimmerman, Kevin Delaney, and Julie Gonzalez were present. Staff Present: Community Development Director Teresa McClish, Planning Manager Matt Downing, and Planning Intern Christopher Turner were present 3. FLAG SALUTE Board member Julie Gonzalez led the Flag Salute. 4. AGENDA REVIEW None 5. COMMUNITY COMMENTS AND SUGGESTIONS Community members expressed concerns about the entrance to the car corral being blocked by ways. Community members also expressed concerns about the buildup of debris in and around the Le Point Street parking lot causing excess runoff. 6. WRITTEN COMMUNICATIONS None 7. CONSENT AGENDA 7.a. CONSIDERATION OF APPROVAL OF MINUTES Planning Manager Matt Downing reminded Board Members that they could vote on the approval of minutes even if they were not present at the previous meeting. Board Member Gonzalez made a motion to approve the minutes for the February 16, 2017 meeting as submitted. The motion failed to be seconded, therefore the minutes will be continued to the next meeting. 8. DISCUSSION ITEMS 8.a. CONTINUED CONSIDERATION OF METHODS TO ADDRESS VILLAGE PARKING CONCERNS (DOWNING) Planning Manager Downing presented the staff report and responded to questions regarding the feasibility of creating 20 minute parking spaces in an already parking-limited Village, implementation of parking meters, implementation of tiered time restrictions in the Village, and enforcement of parking restrictions. DOWNTOWN PARKING ADVISORY BOARD MINUTES JULY 20, 2017 Board Member Delaney made a motion, seconded by Acting Chair Zimmerman, to draft a letter to businesses located in the Village regarding parking restrictions and employee parking. The motion passed on a 3-0 voice vote. Board Members, community members, and City Staff discussed restricting parking along Branch Street and the surrounding parking lots. Board Member Gonzalez made a motion, seconded by Board Member Delaney, to maintain the two-hour parking restriction along Branch Street, restrict parking to three hours in the surrounding parking lots and Olohan Alley, and investigate sources of funding for parking enforcement. The motion passed on a 3-0 voice vote. 9. BOARD COMMUNICATIONS: None. 10. STAFF COMMUNICATIONS: None. 11.
