The Commission may revise the order of agenda items depending on public interest
and/or special presentations.
5. COMMUNITY COMMENTS AND SUGGESTIONS:
This public comment period is an invitation to members of the community to present
issues, thoughts, or suggestions on matters not scheduled on this agenda.
Comments should be limited to those matters that are within the jurisdiction of the
Planning Commission. The Brown Act restricts the Commission from taking formal
action on matters not published on the agenda. The Commission requests that public
comment be limited to three (3) minutes and be accompanied by voluntary submittal
of a “speaker slip” to facilitate meeting organization and preparation of the minutes.
6. WRITTEN COMMUNICATIONS:
Correspondence or supplemental information for the Planning Commission received
after Agenda preparation. In compliance with the Brown Act, the Commission will not
take action on correspondence relating to items that are not listed on the Agenda, but
may schedule such matters for discussion or hearing as part of future agenda
consideration.

Recommended Action: Approve the minutes of the January 16, 2018 Regular
Planning Commission meeting.

7.b. CONSIDERATION OF TIME EXTENSION 18-001; ONE YEAR TIME EXTENSION
FOR CONDITIONAL USE PERMIT 15-002; LOCATION – HUEBNER LANE (CITY
RESERVOIR NO. 4); APPLICANT – TRICIA KNIGHT FOR VERIZON WIRELESS
(Heffernon)
Recommended Action: It is recommended that the Planning Commission adopt a
Resolution approving Time Extension 18-001.
8. PUBLIC HEARINGS:
8.a. CONSIDERATION OF LOT MERGER 16-001, CONDITIONAL USE PERMIT 16-
008, AND MITIGATED NEGATIVE DECLARATION; CONSTRUCTION OF AN
APPROXIMATELY 2,650 SQUARE-FOOT FAST-FOOD RESTAURANT WITH
DRIVE-THRU; LOCATION – 727 EL CAMINO REAL (WESTERN CORNER OF EL
CAMINO REAL, FAEH AVENUE, AND BELL STREET); APPLICANT – ELA
FOODS, INC.; REPRESENTATIVE – OASIS ASSOCIATES (Downing)
Recommended Action: It is recommended that the Planning Commission adopt a
Resolution, recommending the City Council adopt the Mitigated Negative Declaration
and approve Lot Merger 16-001 and Conditional Use Permit 16-008.
8.b. CONSIDERATION OF CONDITIONAL USE PERMIT NO. 17-003; MIXED USE
DEVELOPMENT INCLUDING AN EXISTING OFFICE BUILDING AND
CONSTRUCTION OF TWENTY (20) AFFORDABLE APARTMENT UNITS WITH A
COMMUNITY ROOM; LOCATION – 224 AND 236 SOUTH HALCYON ROAD;
APPLICANT – HOUSING AUTHORITY OF SAN LUIS OBISPO (HASLO);
REPRESENTATIVE – RRM DESIGN GROUP (Heffernon)
Recommended Action: It is recommended that the Planning Commission adopt a
Resolution approving Conditional Use Permit 17-003.
8.c. CONTINUED CONSIDERATION OF DEVELOPMENT CODE AMENDMENT 17-004;
AMENDMENTS TO TITLE 16 OF THE ARROYO GRANDE MUNICIPAL CODE
REGARDING EXEMPT SIGNS; LOCATION – CITYWIDE; APPLICANT – CITY OF
ARROYO GRANDE (Downing)
Recommended Action: It is recommended that the Planning Commission continue
the public hearing to a date uncertain.

10. NOTICE OF ADMINISTRATIVE DECISIONS SINCE JANUARY 16, 2018:
This is a notice of administrative decision for Minor Use Permits, including any
