PC 2018-02-20_8a PSP 17-002 MOB Signage MEMORANDUM TO: PLANNING COMMISSION FROM: TERESA McCLISH, COMMUNITY DEVELOPMENT DIRECTOR BY: SAM ANDERSON, PLANNING TECHNICIAN SUBJECT: CONSIDERATION OF PLANNED SIGN PROGRAM 17-002; TWO (2) NEW MONUMENT SIGNS, ONE (1) NEW WALL SIGN, ONE (1) NEW VEHICLE DIRECTIONAL SIGN, AND TWO (2) NEW DIRECTORY SIGNS FOR A NEW MEDICAL CENTER; LOCATION – 850 FAIR OAKS AVENUE; APPLICANT – TRIPLE P, LLC; SIGN CONTRACTOR – SEAN BEAUCHAMP, SOUTHPAW SIGNS DATE: FEBRUARY 20, 2018 SUMMARY OF ACTION: Approval will result in six (6) new signs at the new Matthew Will Memorial Medical Center. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: None. RECOMMENDATION: It is recommended that the Planning Commission adopt a Resolution approving Planned Sign Program 17-002. BACKGROUND: The proposed project is located at 850 Fair Oaks Avenue, the new Matthew Will Memorial Medical Center (“The Medical Center”) (Attachment 1) that is currently under construction. The property is zoned Office Mixed Use (OMU), and is located in the D - 2.20 Overlay District, which is designed to provide for sufficient land for the orderly development of Arroyo Grande Hospital and functionally related m edical facilities. On January 26, 2016, the City Council adopted Resolution 4705 approving Conditional Use Permit 15-006 for the construction of a new approximately 45,000 sq. ft., three - story, medical office building. The applicant has now applied for Planned Sign Program (PSP) 17-002 in order to construct two (2) new monument signs, one (1) new wall sign, one (1) new vehicle directional sign, and two (2) new directory signs for The Medical Center with a total of approximately three hundred sixty eight (368) square feet of sign area. PLANNING COMMISSION CONSIDERATION OF PLANNED SIGN PROGRAM 17-002 FEBRUARY 20, 2018 PAGE 2 Staff Advisory Committee: The project was reviewed by the Staff Advisory Committee (SAC) on January 17, 2018 and no concerns were expressed regarding the proposed signage. The SAC recommended approval of the sign program as submitted. Architectural Review Committee: The project was reviewed by the Architectural Review Committee (ARC) on February 5, 2018 (Attachment 2). The ARC was in support of the project and recommended approval of PSP 17-002 as submitted to the Planning Commission due to the well thought out design, attractive color scheme, and proportionate scale of the proposed sign program. ANALYSIS OF ISSUES: Project Description Per Arroyo Grande Municipal Code (AGMC) Section 16.60.020.C.1.b, a Planned Sign Program is required for any project with a total aggregate sign area exceeding one hundred fifty (150) square feet. The proposed monument signs are 125 sq. ft. each, and are therefore not in conformance. Per AGMC Table 16.60.040-A.C.2, one (1) wall sign for office building identification may also be installed, with a maximum sign area of 12 sq. ft. The proposed office identification wall sign is not in conformance. PLANNING COMMISSION CONSIDERATION OF PLANNED SIGN PROGRAM 17-002 FEBRUARY 20, 2018 PAGE 4 Per AGMC Table 16.60.040-A.C.4, one (1) business directory sign is permitted per public street frontage, with a maximum sign area of 32 sq. ft. and a maximum height of five feet (5’). While the square footage of the directory signs is conforming, the ground sign stand six foot three inches (6’3”), which exceeds the permissible height. Additionally, business directory signs are designated to be ground signs, while Sign G as designated on the project plans is a wall sign. AGMC Section 16.60.050.K.10 allows for “Vehicle-oriented convenience and directional signs solely for the purpose of guiding traffic and parking on private property, and not bearing advertising material, limited to a maximum area of two square feet and a maximum letter height of four inches.” The proposed vehicle directional sign is 15.75 sq. ft., and therefore exceeds the permissible square footage maximum of two (2) sq. ft. The proposed signage does not conform in regards to square footage, sign location, or sign type to traditional signage standards as described in AGMC Table 16.60.040 -A. However, under a Planned Sign Program, strict adherence to the AGMC may be waived; the purpose of a Planned Sign Program is to provide flexibility for uses with unique design elements and needs such as a major medical office structure. The site identification ground signs and the office identification wall sign are both larger than those typically permitted for an office structure. When viewed in light of the scale of the structure the signage is proposed for, the signage is proportionally appropriate. Page SP 13 demonstrates how proportionally inappropriate a twelve (12) sq. ft. office identification wall sign would be on a three-story, 45,000 sq. ft. office structure. The monument ground signs are proportionally appropriate as well, especially when considering the amount of sign square footage not dedicated to text. When calculating the square footage of the sign text only, the signage only amounts to approximately 48 sq. ft., while 75 sq. ft. of the monument sign is aesthetically significant backing. If the monument signs were to be reduced to 50 sq. ft., text area would remain similar while the majority of the backing area would be removed, creating a less attractive sign for no real benefit. The ARC considered the impacts created by the increased permissible amount of signage generated by the proposed sign program, and in lig ht of the scale and unique nature of the project site found that the proposal would be proportional to the structure. The three (3) directional signs are all non-conforming for various reasons, but enhance the site design of the project and will be beneficial for those attempting to navigate between the new Medical Center and the existing Arroyo Grande Community Hospital . Restricting the directory signs to five feet (5’) in height and requiring specific placements of signage will not enhance the site design and will unnecessarily prevent effective sign placement. PLANNING COMMISSION CONSIDERATION OF PLANNED SIGN PROGRAM 17-002 FEBRUARY 20, 2018 PAGE 5 General Plan The proposed signage was reviewed and found to be in conformance with General Plan Policies regarding signage, such as: LU12-12.2: Ensure that signs are integrated into the overall site and architectural design theme of commercial developments. LU12-12.7: Minimize the size and simplify the shape of signs to avoid sign “clutter”. The proposed signage is well integrated into the site and is architecturally compatible in both design and color with the approved structure. The signage is simple and non - complex and the proposal of only one (1) wall sign for a 45,000 sq. ft. structure will avoid sign “clutter.” The proposed tenant directory signs also reduce sign “clutter” by eliminating the need for excessive wall signage advertising the office tenants. ALTERNATIVES: The following alternatives are presented for Planning Commission consideration: 1. Adopt the attached Resolution approving Planned Sign Program 17-002; 2. Modify and adopt the attached Resolution approving Planned Sign Program 17- 002; 3. Do not adopt the attached Resolution, provide specific findings, and direct staff to return with a Resolution denying Planned Sign Program 17-002; or 4. Provide direction to staff. ADVANTAGES: The proposed signage, in light of the scale and unique nature of the site, will provide effective and visually pleasing signage for the new Medical Center. DISADVANTAGES: Approval of the proposed project would increase the amount of signage for an office structure beyond the permissible amount identified in the AGMC. However, Planned Sign Programs allow for this when proposed signage is compatible and consistent within a development and not detrimental to the public health, safety or welfare. ENVIRONMENTAL REVIEW: The project was reviewed in accordance with the California Environmental Quality Act (CEQA) and determined to be categorically exempt per Section 15311(a) of the CEQA Guidelines regarding new construction of an on premise sign. The proposed signage supports a new medical office facility with unique design elements and scale and will not be detrimental to the public health, safety and welfare due to conditions placed upon the project. 3. The physical location or placement of the sign is compatible with the surrounding neighborhood and does not pose a safety risk. The proposed signage is compatible with the surrounding neighborhood due to the minimal amount of signage when compared to the scale of the structure the signage will be placed upon. The signage will not pose a safety risk due to the signage being constructed and installed in conformance with the California Building Code. NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of the City of Arroyo Grande hereby approves Planned Sign Program 17-002 as set forth in Exhibit “B”, attached hereto and incorporated herein by this reference, with the above findings and subject to the conditions as set forth in Exhibit “A”, attached hereto and incorporated herein by this reference. CONDITIONS OF APPROVAL: GENERAL CONDITIONS 1. The applicant shall ascertain and comply with all State, County and City requirements as are applicable to this project. 2. The project shall substantially conform to the plans on file in the Community Development Department, dated December 21, 2017. 3. The applicant shall agree to indemnify and defend at his/her sole expense any action brought against the City, its agents, officers, or employees because of the issuance of said approval, or in the alternative, to relinquish such approval. The applicant shall reimburse the City, its agents, officers, or employees, for any court costs and attorney’s fees which the City, its agents, officers, or employees may be required by a court to pay as a result of such action. PHOTO B shows the same sign reduced to the 12 square feet allowed per code. Besides looking like a mistake on the building, it is nearly useless in terms of visibility at this scale. ILLUSTRATION C shows the prosed sign on the Matthew Will building. This sign has a natural scale to the building and the setback from the street. ILLUSTRATION D suffers from the same inadequacies as PHOTO B. The sign at this scale looks like a mistake and is nearly useless in terms of visibility.
