CC 2018-09-25_09d Accept 2018 Street Repairs Project MEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE 2018 STREET REPAIRS PROJECT, PW 2018-04 DATE: SEPTEMBER 25, 2018 SUMMARY OF ACTION: Take action to accept the 2018 Street Repairs Project and begin the one-year warranty period for any defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The FY 2018/19 Capital Improvement Program (CIP) budget includes $1,164,500 for the Pavement Management Program budget plus $87,445 carried over from FY 2017/18 for a total available budget of $1,251,945 for design, construction, administration, inspection, etc. The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council: 1. Accept the project improvements as constructed by V. Lopez Jr. & Sons, G.E.C., Inc. in accordance with the plans and specifications for the 2018 Street Repairs Project, PW 2018-04; 2. Direct staff to file a Notice of Completion; and 3. Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On June 12, 2018, the Council awarded a construction contract to perform the 2018 Street Repairs Project to V. Lopez Jr. & Sons, G.E.C., Inc. in the amount of $705,350.09 and authorized the City Manager to approve change orders in the amount of $70,535.09. The contractor’s final construction cost for this project is $615,897.00. The project consisted of digouts on approximately 2 miles of James Way, and digouts and a pavement overlay of Garden Street (south of East Branch Street). It is anticipated Item 9.d. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE 2018 STREET REPAIRS PROJECT, PW 2018-04 SEPTEMBER 25, 2018 PAGE 2 that the ADA compliant curb ramps and pavement overlay of James Way will be accomplished in the forthcoming fiscal year(s). ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications ahead of schedule, under the available budget, and there are no outstanding issues. At the completion of a project, a final balancing change order is prepared that represents the final quantities completed on the project. For this project, actual quantities placed were less than the contractor’s bid. For example, an allowance was contained in the project specifications for the removal of unsuitable subgrade and placement and compaction of six inches of hot mix asphalt (HMA) should it be encountered while performing the digouts. Unsuitable subgrades were not encountered. Therefore, this allowance was not required which resulted in a project cost savings. These cost savings will be carried over to next phase of James Way which will consist of accessible curb ramps, an overlay, and restriping. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Accept the 2018 Street Repairs project; 2. Do not accept the project; 3. Accept the project but do not authorize release of retention; or 4. Provide direction to staff. ADVANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. The street repairs provide a stable surface for the application of a pavement overlay on Garden Street and a pavement overlay in future fiscal years on James Way. The project is consistent with the Council goal to support City infrastructure DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project.
