7. COMMUNITY COMMENTS AND SUGGESTIONS:
This public comment period is an invitation to members of the community to present issues,
thoughts, or suggestions on matters not scheduled on this agenda. Comments should be limited to
those matters that are within the jurisdiction of the City Council. The Brown Act restricts the Council
from taking formal action on matters not published on the agenda. In response to your comments,
the Mayor or presiding Council Member may:
Direct City staff to assist or coordinate with you.
A Council Member may state a desire to meet with you.
It may be the desire of the Council to place your issue or matter on a future Council agenda.
Please adhere to the following procedures when addressing the Council:
Comments should be limited to 3 minutes or less.
Your comments should be directed to the Council as a whole and not directed to individual
Council members.
Slanderous, profane or personal remarks against any Council Member or member of the
audience shall not be permitted.

9. CONSENT AGENDA:
The following routine items listed below are scheduled for consideration as a group. The
recommendations for each item are noted. Any member of the public who wishes to comment on
any Consent Agenda item may do so at this time. Any Council Member may request that any item
be withdrawn from the Consent Agenda to permit discussion or change the recommended course
of action. The City Council may approve the remainder of the Consent Agenda on one motion.
9.a. Consideration of Cash Disbursement Ratification (MALICOAT)
Recommended Action: Ratify the listing of cash disbursements for the period September 16, 2018
through September 30, 2018.
9.b. Consideration of Approval of Minutes (WETMORE)
Recommended Action: Approve the minutes of the Regular City Council Meeting of September
25, 2018, as submitted.
9.c. Consideration of a Side Letter of Agreement to the Service Employees International Union
Local 620 Memorandum of Understanding (MALICOAT)
Recommended Action: Adopt a Resolution approving a side letter of agreement to the
Memorandum of Understanding between Service Employees International Union Local 620
Arroyo Grande Chapter and City of Arroyo Grande.
9.d. Consideration of Appointment to the Arroyo Grande Tourism Business Improvement District
Advisory Board (BERGMAN)
Recommended Action: Appoint April Schirmer to the Arroyo Grande Tourism Business
Improvement District Advisory Board.

9.e. Consideration of an Amendment to the Fiscal Year 2018-19 Capital Improvement Program
Budget (ROBESON)
Recommended Action: Approve an amendment to the Fiscal Year 2018-19 Capital
Improvement Program budget to add funds donated by the Woman’s Club of Arroyo Grande in
the amount of $10,600 for the City of Arroyo Grande and Woman’s Club Community Center
Interior Lighting Project, PW 2018-07.
9.f. Consideration of Acceptance of the City of Arroyo Grande and Woman’s Club Community
Center Kitchen Renovation Project, PW 2016-01 (ROBESON)
Recommended Action: Accept the project improvements as constructed by Effect Contractors
in accordance with the plans and specifications for the City of Arroyo Grande and Woman’s
Club Community Center Kitchen Renovation Project, PW 2016-01.
9.g. Consideration of Temporary Use Permit Case No. 18-017; Authorizing “Halloween in the
Village” on Wednesday, October 31, 2018 and Directing Staff to Implement Related Safety
Measure Including No Parking Zones, Street Closures and Warning Devices (McCLISH)
Recommended Action: Adopt a Resolution approving Temporary Use Permit 18-017 and
appropriate $5,435 from the General Fund Reserve to facilitate implementation of safety
measures for the event.
9.h. Consideration of Temporary Use Permit Case No. 18-015; Authorizing the Village Christmas
Parade on Sunday, November 25, 2018 and Directing Staff to Implement Related Safety
Measures Including No Parking Zones, Street Closures and Warning Devices (McCLISH)
Recommended Action: Adopt a Resolution approving Temporary Use Permit 18-015 and
appropriate $5,000 from the General Fund Reserve to facilitate implementation of safety
measures for the event.
10. PUBLIC HEARINGS:
10.a. Consideration of an Ordinance Making Administrative Updates to Various Sections of Title
2 (Administration and Personnel), Title 10 (Vehicles & Traffic), Title 12 (Streets, Sidewalks,
and Public Places), and Title 16 (Development Code) of the Arroyo Grande Municipal Code
(Development Code Amendment No. 18-004); Location Citywide (McCLISH)
Recommended Action: Introduce an Ordinance making administrative updates to various
sections of Titles 2, 10, 12, and 16 of the Arroyo Grande Municipal Code to reassign duties
previously assigned by the Arroyo Grande Municipal Code to the Traffic Commission, Historical
Resources Committee and Parks and Recreation Commission.

12.a. Receive Information Regarding City Neighborhood Traffic Calming Guidelines
(McCLISH/PRYOR)
Recommended Action: Receive and file information regarding the City’s Neighborhood Traffic
Calming Guidelines and their application to the Berry Gardens Neighborhood.

on his or her activities. In addition, subject to Council Policies and Procedures, Council Members
may request staff to report back to the Council at a subsequent meeting concerning any matter or

business for original consideration on a future agenda requires the concurrence of at least one
other Council Member.
