REGULAR MEETING OF THE CITY COUNCIL

1. CALL TO ORDER
Mayor Hill called the Regular City Council Meeting to order at 6:00 p.m.
2. ROLL CALL
City Council: Council Members Barbara Harmon, Kristen Barneich, Mayor Pro Tem
Caren Ray, and Mayor Jim Hill were present. Council Member Tim Brown
was absent.
Staff Present: City Manager Jim Bergman, City Attorney Heather Whitham, Director of
Legislative and Information Services/City Clerk Kelly Wetmore, Director of
Administrative Services Debbie Malicoat, Director of Public Works Bill
Robeson, Chief of Police Beau Pryor, Director of Recreation Services
Sheridan Bohlken, Director of Community Development Teresa McClish
and Deputy City Clerk Jessica Matson.

5.b. Ordinances Read in Title Only.
Council Member Barneich moved, Mayor Pro Tem Ray seconded, and the motion passed
unanimously that all ordinances presented at the meeting shall be read by title only and all further
readings be waived.
6. SPECIAL PRESENTATIONS
6.a. Recognition of Outgoing City Commission and Committee Members.
Mayor Hill recognized the following outgoing Commissioners and Committee Members and
presented them with City plaques in appreciation of their service to the City: Parks & Recreation
Commissioners Will Reichardt and Fernando Garcia; Traffic Commissioners Rodney Pappas,
Kenneth Price, Timothy Storton, and Susan Henslin; and Historical Resources Committee
Members Patricia Price, Bill Hart, and Ken Sage. He also acknowledged the following members
who were not present: Parks and Recreation Commissioners Shawn Blethen, Jamie Maraviglia
and Anna Heacock; Traffic Commissioner Mike McAustin; and Historical Resources Committee
Members Shirley Gibson and Vincent Allan.

6.b. Mayor’s Commendation Recognizing the Arroyo Grande Police Department
Volunteers in Appreciation for their Efforts Towards Re-Certifying Traffic Speed
Surveys throughout the City.
Mayor Hill presented Mayor’s Commendations to Arroyo Grande Police Department Volunteers
Dee Brown, Ed Brown, Tom Cleaves, Louise Williamson, Jim Zell, and Robert Olson in
recognition of their 168 hours of volunteer service to conduct 102 radar speed surveys on selected
City streets between July 13, 2018 and September 12, 2018, which will be utilized to certify the
City’s 5-Year Radar Speed Survey.
6.c. Presentation by San Luis Obispo Council of Governments (SLOCOG) - Pledge to
Make a Smart Commute Choice During Rideshare Week, October 1 - 5, 2018.
Peter Williamson, Employer Outreach Coordinator, gave a presentation about planned events
during Rideshare Week to encourage alternative transportation to work and school.
7. CITIZENS’ INPUT, COMMENTS, AND SUGGESTIONS
Mayor Hill invited public comment. Speaking from the public were: Ken Price, SLO Bike Club
Safety Director, regarding the need for repainting the City’s bike lanes; Linda Drummy, Berry
Gardens resident, thanked the Police Department for traffic enforcement in the neighborhood,
stated the need for a stop sign at Huckleberry and Cranberry, expressed concern with the project
on Courtland and E. Grand as it relates to entering and exiting the complex, and commented on
medical benefits for City Council members; Susan Garcia, thanked the Police Department for the
traffic enforcement in Berry Gardens, and noted that the neighborhood needs to work in
cooperation with each other and the Police Department; Patty Welsh, expressed concern with
traffic issues on Huasna Road; Paul Rinsler, expressed concern with public comment not falling
within Council guidelines and the need to take action on such comments; Coleen Kubel, stated
that she does not agree with previous public comment and views it as censorship; and Patricia
Price, thanked Mayor Hill for explaining civil discourse and stated that the last South San Luis
Obispo County Sanitation District meeting was not handled in a civil manner and urged the public
to watch the meeting online. No further public comments were received.
8. CITY MANAGER/DIRECTOR REPORTS
City Manager Bergman announced upcoming Harvest Festival activities, including a movie night
on Friday, September 28th and a Parade on Saturday, September 29th; and reported that there
will be some construction on E. Cherry Avenue from October 1 to October 12, 2018 with various
street and lane closures.
9. CONSENT AGENDA
Mayor Hill invited public comment on the consent agenda items. No public comments were
received.
Action: Council Member Barneich moved to approve Consent Agenda Items 9.a. through 9.e.,
with the recommended courses of action. Council Member Harmon seconded, and the motion
passed on the following roll-call vote:

9.a. Consideration of Cash Disbursement Ratification.
Action: Ratified the listing of cash disbursements for the period September 1, 2018
through September 15, 2018.
9.b. Consideration of Statement of Investment Deposits.
Action: Received and filed the report listing of investment deposits of the City of Arroyo
Grande, as of August 31, 2018, as required by Government Code Section 53646(b).
9.c. Consideration of Approval of Minutes.
Action: Approved the minutes of the Regular City Council Meeting of September 11,
2018, as submitted.
9.d. Consideration of Acceptance of the 2018 Street Repairs Project, PW 2018-04.
Action: 1) Accepted the project improvements as constructed by V. Lopez Jr. & Sons,
G.E.C., Inc. in accordance with the plans and specifications for the 2018 Street Repairs
Project, PW 2018-04; 2) Directed staff to file a Notice of Completion; and 3) Authorized
release of retention, thirty-five (35) days after the Notice of Completion has been recorded,
if no liens have been filed.
9.e. Monthly Water Supply and Demand Update.
Action: Received and filed the monthly Water Supply and Demand Report.

12. NEW BUSINESS
12.a. Consideration of a Resolution Declaring a Shelter Crisis in the City of Arroyo
Grande.
City Manager Bergman presented the staff report and recommended that the Council adopt a
Resolution declaring a shelter crisis in the City of Arroyo Grande. City Manager Bergman, Chief
of Police Pryor, and Laurel Weir, Homeless Services Coordinator with Homeless Services
Oversight Council of San Luis Obispo County, responded to questions from Council.
Mayor Hill invited public comment. Speaking from the public in support of the proposal to declare
a shelter crisis in the City of Arroyo Grande were: Janna Nicols, South County Homeless Coalition;
Pastor Rob Keim, Saint Barnabas Episcopal Church; and Rob Dirksen.
Action: Council Member Barneich moved to adopt a Resolution entitled: “A RESOLUTION OF
THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE DECLARING A SHELTER CRISIS
PURSUANT TO SB 850 (CHAPTER 48, STATUTES OF 2018 AND GOVERNMENT CODE
SECTION 8698.2). Mayor Pro Tem Ray seconded, and the motion passed on the following roll-
call vote:

14. COUNCIL COMMUNICATIONS
Mayor Pro Tem Ray commented that she had received positive feedback from a resident
regarding the recent Senior-Teen Tech Clinic.
In response to questions by Mayor Hill, brief discussion ensued regarding wildfire prevention in
certain areas of the City as it relates to brush thinning, and tree removal and replacement
regulations. City Attorney Whitham commented on the annual weed abatement program, which
is administered by the Five Cities Fire Authority, and Council Member Harmon commented on the
Community Tree Program ordinance. Mayor Hill noted he would review the City’s current
ordinances and follow up with staff as needed. Council Member Harmon also noted that the Fire
Safe Council received a large amount of money for the purpose of task focused fire prevention
efforts.
Mayor Hill thanked everyone who has been working on preparing for the Harvest Festival.
