CC 2018-10-09_09d TBID Advisory Board Appointment MEMORANDUM TO: CITY COUNCIL FROM: JIM BERGMAN, CITY MANAGER BY: JESSICA MATSON, EXECUTIVE ASSISTANT/DEPUTY CITY CLERK SUBJECT: CONSIDERATION OF APPOINTMENT TO THE ARROYO GRANDE TOURISM BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD DATE: OCTOBER 9, 2018 SUMMARY OF ACTION: Appointment of April Schirmer to the Arroyo Grande Tourism Business Improvement District (AGTBID) Advisory Board. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: There is no financial or staffing impact from the recommended action. RECOMMENDATION: It is recommended the City Council appoint April Schirmer to the Arroyo Grande Tourism Business Improvement District Advisory Board. BACKGROUND: The AGTBID was formed in 2013 to provide revenue to defray the costs of services, activities and programs promoting lodging businesses in the City through the promotion of scenic, recreational, cultural and other attractions. From its inception, the Board consisted of three (3) members from the lodging industry. On February 13, 2018, the Council approved an amendment to the AGTBID Bylaws amending the AGTBID membership to a minimum of three (3) but not more than nine (9) members, 2/3rds of which shall be owners of lodging businesses within the AGTBID or others with knowledge of tourism and/or the lodging industry. The three current members and six additional members of the South County Chambers of Commerce’s former Tourism Marketing Committee were appointed to constitute the new Board. ANALYSIS OF ISSUES: Previous Advisory Board Members Mike Panchal, from the Aloha Inn, and Ken Dalebout, from Dignity Health, resigned in May 2018 and June 2018 respectively due to other professional obligations. April Schirmer has submitted an application to fill one of the two vacancies and, after attending an AGTBID Board Meeting, confirmed her Item 9.d. - Page 1 CITY COUNCIL CONSIDERATION OF APPOINTMENT TO THE TOURISM BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD OCTOBER 9, 2018 PAGE 2 interest in joining the Board. Members of the South County Chambers of Commerce, who administer the AGTBID, met with Ms. Schirmer. Ms. Schirmer currently owns AdVerb Marketing Group and is the Marketing Director for Vista Lago Adventure Park. In this capacity she has gained experience in the tourism industry and frequently provides marketing advice related to tourism and the enhancement of revenue and visitors to Arroyo Grande. She is a resident of Arroyo Grande and has spent much of her career building relationships with local businesses to help them succeed. It is recommended that April Schirmer be appointed to the AGTBID Advisory Board. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1. Appoint April Schirmer to the AGTBID Advisory Board; 2. Do not appoint April Schirmer to the AGTBID Advisory Board and solicit interest from other applicants; or 3. Provide direction to staff. ADVANTAGES: Approval of the appointment will fill one of two vacancies on the AGTBID Advisory Board. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is required for this item.
