1. CALL TO ORDER
Mayor Hill called the Regular City Council Meeting to order at 6:02 p.m.
2. ROLL CALL
City Council: Council Members Barbara Harmon, Kristen Barneich, Mayor Pro Tem
Caren Ray and Mayor Jim Hill were present. Council Member Tim Brown
was absent.
Staff Present: City Manager Jim Bergman, City Attorney Heather Whitham, Director of
Legislative and Information Services/City Clerk Kelly Wetmore, Interim

Council Member Barneich moved, Council Member Harmon seconded, and the motion passed
unanimously that all ordinances presented at the meeting shall be read by title only and all further
readings be waived.
6. SPECIAL PRESENTATIONS
6.a. Mayor’s Commendations Recognizing Volunteers for the Annual Turkey Trot.
Mayor Hill presented Mayor’s Commendations to James Brown and Johnathan Munoz in
recognition for their volunteer efforts at the Annual Turkey Trot Fun Run.
6.b. Presentation to Outgoing Council Members Tim Brown, Barbara Harmon, and
Mayor Jim Hill and Opportunity for Comments.
Mayor Pro Tem Ray provided an overview of Council Member Barbara Harmon, Council Member
Tim Brown and Mayor Hill’s achievements during their tenure on the City Council. She then
presented Mayor Hill and Council Member Harmon with plaques in appreciation of their service

to the community and noted that Council Member Brown would be formally recognized and
presented with his plaque at a future meeting in January.
Mayor Pro Tem Ray invited public comments. Speaking from the public were: Ed Waage, Pismo
Beach Mayor, who thanked Mayor Hill for his years of service, stated he enjoyed working with
him on various projects, acknowledged the outgoing Council Members, and congratulated all the
newly elected officials; Julie Tacker, thanked Mayor Hill and Council Member Brown for their
service at the South San Luis Obispo County Sanitation District, thanked Council Member Brown
for calling out the irregularities at the Integrated Waste Management Authority, and commended
Mayor Hill for his diligence in financial matters pertaining to the Sanitation District; Debbie
Peterson, Grover Beach Council Member, commended Mayor Hill for his integrity and intelligence
and thanked him for his service; Coleen Kubel, thanked Mayor Hill for all he has done for the City,
his professionalism, his support of City staff, and wished him well; Ron Arnoldson, commended
Mayor Hill for his knowledge of the Sanitation District and service on the Board and thanked him
for his service; Jeff Lee, Grover Beach Mayor, thanked Mayor Hill and Council Members Harmon
and Brown for the opportunity to work with them and stated he is looking forward to working with
the new Council; Patricia Price, thanked Mayor Hill for his service to the City over the last four
years and commended him for his service on the Sanitation District Board; and Amy Simpson,
thanked Mayor Hill for his support and for his service as a Sanitation District Board member. No
further public comments were received.
Council Member Harmon stated that it has been her honor and privilege to serve the Arroyo
Grande community for the past four years, thanked her appointed commissioners and committee
members for their service to the City, and wished everybody a Merry Christmas and all the best
in the new year.
Mayor Hill thanked all current, former, and retired City and Police staff members, community and
police volunteers, Sanitation District staff, members of the Five Cities Fire Authority, volunteer
and church organizations and the Grizzly Academy who work hard for the City, his supporters,
and most of all, he thanked his wife Linn for her constant support. He congratulated Mayor Elect
Ray, Council Member Elect Paulding, and Council Member Elect Storton and asked that the
community support them as the City’s new leadership and encouraged everyone to stay informed
and involved in what is going on in the community and to offer encouragement and suggestions
when necessary. He concluded by stating it has been an honor and privilege to serve as the City’s
Mayor for the last four years.
Council Member Barneich wished Council Members Brown and Mayor Hill well and thanked them
for their years of service. She also wished Council Member Harmon well, thanked her for her four
years of service, commented on her dedicated service as a Council Member and stated she will
be missed.

City Clerk Wetmore presented the staff report and recommended that the Council adopt a
Resolution reciting the fact of the General Municipal Election held on November 6, 2018, declaring
the results, and such other matters as provided by law.
Mayor Hill invited public comment. No public comments were received.
Action: Mayor Hill moved to adopt a Resolution entitled: “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARROYO GRANDE, CALIFORNIA, RECITING THE FACT OF THE
GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2018, DECLARING THE
RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW”. Mayor Pro Tem Ray
seconded, and the motion passed on the following roll-call vote:
AYES: Hill, Ray, Barneich, Harmon
NOES: None
ABSENT: Brown
6.d. Swearing In Ceremony and Seating of Newly Elected Officers.
City Clerk Wetmore administered the Oath of Office to newly elected Mayor Caren Ray, Council
Member Jimmy Paulding and Council Member Keith Storton. The newly elected officials then took
their seats at the dais.
6.e. Comments by Newly Elected Officials.
Council Member Storton thanked everyone for coming to the meeting, thanked Barbara Harmon,
Tim Brown and Jim Hill for their service, those who ran for Council and Mayor, including Coleen
Kubel, John Mack, Terry Fowler-Payne, Jimmy Paulding, Jim Hill, and Caren Ray, his wife Tina
who plays a supportive role in the many things he does and always stands by him, and his family,
friends, and supporters that made running for office a positive experience. He also recognized
the people that did not vote for him, people that did not vote at all, and expressed hope that those
who did not vote for him would give him an opportunity to connect with them and those that did
not vote at all, he hoped that the Council could inspire them to step up and be a part of the
solutions and the things that need to be done in the community. He commented on moving forward
with civility, respecting the choices of the election, that the community allow the Council to move
forward to do the best job possible and serve the community in a meaningful way, and encouraged
everyone to continue to be engaged. He stated he looks forward to working with the Council, staff,
and the community.
Council Member Paulding stated it is an honor and privilege to be on the Council, thanked
everyone in attendance for their support, thanked the outgoing officers for everything they have
done to make the City a better place, and thanked all those that have previously served. He stated
that moving forward, he will be honoring his campaign commitments which were to participate in
government in a way that is transparent, open, and accountable to the people, to do what he can
to increase community engagement and participation in the governing process, to ensure that all
decisions are balanced in the sense that they look at environmental, social, and economic
interests. He stated he is looking forward to serving the community.

Mayor Ray thanked outgoing Council Members Harmon, Brown and Mayor Hill for their service,
as well as past elected officials that have served since the City’s incorporation in 1911. She
commented on her past service on the Planning Commission and stated that in her thirteen years
of service, not one position means more to her than being elected as the people’s Mayor, said it
was an honor and responsibility that means the world to her, and thanked everyone for continuing
to believe in her and the values she brings to public service. She thanked those in attendance
and watching from home, acknowledged elected officials in attendance from neighboring
jurisdictions, commented that she is confident that everyone on the City Council is committed to
representing all constituents, and she will lead the Council with the courage to allow the Council
to disagree and discuss the difficult issues in a constructive, collaborative, and inclusive way. She
thanked those who worked on her campaign, friends, her sons Caleb and Aron, her husband
Randy, the outgoing officials, candidates, and their families.
Mayor Pro Tem Ray invited public comments. Speaking from the public were: Greg Cottrell,
welcomed the new Council and thanked them in advance for their hard work and dedication; Bob
Lund, welcomed the new Council, introduced the Arroyo Grande Village Improvement Association
(VIA) members, provided background on the VIA and the community events that are held to
support and maintain the Village, and announced that this will be his last year as the Executive
Director of the VIA; Deanna Cantrell, San Luis Obispo Chief of Police, congratulated the newly
elected officials, in particular, Council Member Storton who she previously worked with, and
stated he will serve this community with professionalism and integrity; Coleen Kubel, thanked
Council Member Storton for reaching out to her after the election and asked the voters to stay
involved in the issues that affect the City; Pam Storton, expressed her family’s pride of Council
Member Storton’s commitment to the City and to all of the Council for serving the community; and
Timothy Storton, spoke in support of his son, Council Member Storton. No further public
comments were received.
RECESS: Mayor Ray called for a recess at 6:50 p.m. for a brief reception.
RECONVENE: The Council reconvened at 7:20 p.m. to consider all remaining items on the City
Council Agenda.
ROLL CALL: Council Members Storton, Paulding, Barneich, and Mayor Ray were present.
7. CITIZENS’ INPUT, COMMENTS, AND SUGGESTIONS
Mayor Hill invited public comment. Speaking from the public were Linda Osty, who offered an
invocation; Julie Tacker, spoke of the vandalism incident that occurred on October 9, 2018 and
asked that the Council hold all those responsible accountable for their actions and presented a
timeline regarding restitution; Ron Holt, thanked the Council for their service to the City and asked
the Council to stay involved in the activity of the Sanitation District and the IWMA; Bob Carr,
congratulated the Council and encouraged the Council to be open and transparent; and Patricia
Price, commented on Sanitation District and IWMA issues and asked the Council to stay involved.
No further public comments were received.
8. CONSENT AGENDA
Mayor Ray invited public comment on the Consent Agenda. No public comments were received.

Action: Council Member Storton moved, and Council Member Barneich seconded the motion to
approve Consent Agenda Items 9.a. through 9.c., with the recommended courses of action. The
motion passed on the following roll-call vote:

8.a. Consideration of Cash Disbursement Ratification.
Action: Ratified the listing of cash disbursements for the period November 16, 2018
through November 30, 2018.
8.b. Consideration of Approval of Minutes.
Action: Approved the minutes of the Regular City Council Meeting of November 27, 2018,
as submitted.
8.c. Consideration of Compensation Adjustments for Part-Time Employees and
Approval of the Updated City of Arroyo Grande Combined Salary Schedule.
Recommended Action: Adopted a Resolution entitled: “A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF ARROYO GRANDE ADOPTING COMPENSATION
ADJUSTMENTS FOR PART-TIME EMPLOYEES AND APPROVAL OF THE UPDATED
CITY OF ARROYO GRANDE COMBINED SALARY SCHEDULE”.

11. NEW BUSINESS
11.a. Consideration of Method for Filling Vacancy on the City Council.
City Attorney Whitham presented the staff report and recommended that the Council receive
information regarding the options for filling the Council vacancy, make a determination as to
how to fill the Council vacancy, and provide direction to staff accordingly. Staff responded to
questions from Council.
Mayor Ray invited public comments. Speaking from the public were: Bob Carr, stated that he
liked the idea of a ranking system although there could be some pitfalls, liked the ideas of asking
questions of the applicants, and stated that the Council should postpone the selection until the
meeting after January 8th due to the upcoming holidays; and Jim Guthrie, commented on the
advantage of the ranking system, and recommended putting forth the questions in written format
as part of the application process. No further public comments were received.
Action: Council Member Barneich moved that the process for filling the City Council vacancy
consist of soliciting applications; that the deadline be December 20, 2018; that the appointment
will be made at the City Council meeting on January 8, 2019; that the applicants will have up to
five minutes for a statement which should include the top three issues facing Arroyo Grande as

they see; that they will respond to four questions, one from each Council Member that will be
vetted by the City Manager to avoid duplication and that the questions will be asked at the meeting
and not given ahead of time; that the Council will have the opportunity for follow up questions or
clarifications; that public comment will be taken and then a non-binding ranking will be done by
the City Council. Brief discussion and clarification ensued regarding the process for submitting
and selecting questions. Mayor Ray seconded and the motion passed on the following roll-call
vote:

11.b. Consideration of Appointment of Council Members to Regional and Local
Boards and Committees.
City Clerk Wetmore presented the staff report and recommended that the Council make
appointments to those regional and local boards and committees with Council representation,
and authorize the City Clerk to update FPPC Form 806 (Agency Report of Public Official
Appointments) for posting on the City website. Staff responded to questions from Council
regarding representation at upcoming regional meetings in December and whether this item
could be tabled until the January 8th meeting.
Mayor Ray invited public comments. Speaking from the public was Jim Guthrie, who noted that
the SLOCOG/RTA meeting would need to have a representative in December, and also noted
that there are five Tuesdays in January if a special meeting should be necessary for making the
Council appointment. No further public comments were received.
Action: Mayor Ray moved to appoint Council Member Storton to serve as the Council
representative at the January 9, 2018 SLOCOG/RTA meeting and to continue this item to a date
certain of January 8, 2019. Council Member Barneich seconded, and the motion passed on the
following roll call vote:

11.c. Consideration of Selection of Council Member Barneich as Mayor Pro Tem.
City Manager Bergman presented the staff report and recommended that the Council appoint
Council Member Barneich as the Mayor Pro Tem for the next one-year period, pursuant to Council
policy.
Mayor Ray invited public comment. No public comments were received.
Action: Council Member Storton moved to appoint Council Member Barneich as Mayor Pro Tem
for the next one-year period. Council Member Paulding seconded, and the motion passed on the
following roll-call vote:

12. COUNCIL COMMUNICATIONS
Mayor Ray requested an item be placed on a future agenda to consider the renaming of the
Recreation Services building after Mark M. Millis, who served for 18 years on the Council and was
a teacher in the Lucia Mar Unified School District, and to naming a portion of Rancho Grande
Park after Mel Cottrell who purchased the shade structures and has received community and
volunteer service awards and commendations. The Council concurred.
Mayor Pro Tem Barneich wished everyone Happy Holidays.
