PC 07.a. April 21, 2015 Draft Minutes DRAFT ACTION MINUTES REGULAR MEETING OF THE PLANNING COMMISSION TUESDAY, APRIL 21, 2015 COUNCIL CHAMBERS, 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA 1. CALL TO ORDER Chair George called the Regular Planning Commission meeting to order at 6:00 p.m. 2. ROLL CALL Planning Commission: Commissioners Terry Fowler-Payne, John Keen, John Mack, Glenn Martin, and Chair Lan George were present. Staff Present: Associate Planner Kelly Heffernon and Secretary Debbie Weichinger were present. 3. FLAG SALUTE Commissioner George led the Flag Salute. 4. AGENDA REVIEW None 5. COMMUNITY COMMENTS AND SUGGESTIONS Martin Imes, Ash Street, stated he is in favor of postponing item 8.b. CONSIDERATION OF TENTATIVE TRACT MAP 13-003 AND PLANNED UNIT DEVELOPMENT 14-004; AN 8-LOT RESIDENTIAL SUBDIVISION (TRACT 3054); LOCATION - 1029 ASH STREET, so he can have more time to review the proposed project. 6. WRITTEN COMMUNICATIONS None 7. CONSENT AGENDA 7.a. Consideration of Approval of Minutes. Recommended Action: Approve the minutes of the Regular Planning Commission Meeting of April 7, 2015, as submitted. Action: Commissioner Mack moved to approve the minutes of the Regular Planning Commission Meeting of April 7, 2014, as submitted. Commissioner Martin seconded, and the motion passed on a voice vote, with Commissioners Fowler-Payne, John Mack, Glenn Martin, and Vice Chair Keen voting AYE and Chair George abstaining. 8. PUBLIC HEARINGS 8.a. CONSIDERATION OF 1) HOUSING ELEMENT UPDATE; GENERAL PLAN AMENDMENT NO. 14-002; APPLICANT – CITY OF ARROYO GRANDE; LOCATION – CITYWIDE; 2) EMERGENCY SHELTER ORDINANCE; DEVELOPMENT CODE AMENDMENT NO. 14-006; APPLICANT – CITY OF ARROYO GRANDE Associate Planner Heffernon presented the staff report and recommended that the Planning Commission continue this item to a date uncertain, due to additional State Housing and Community Development (HCD) notification requirements and public agency referrals. Commissioner Mack seconded, and the motion passed on the following roll vote: AYES: Keen, Mack, Fowler-Payne, Martin, George NOES: None ABSENT: None 8.b. CONSIDERATION OF TENTATIVE TRACT MAP 13 -003 AND PLANNED UNIT DEVELOPMENT 14 -004; AN 8 -LOT RESIDENTIAL SUBDIVISION (TRACT 3054); LOCATION - 1029 ASH STREET; APPLICANT – ASH STREET INVESTORS; REPRESENTATIVE- JEFF EMRICK Associate Planner Heffernon presented the staff report and recommended that the Planning Commission continue this item to a date certain of May 5, 2015, due to an inconsistency between the City’s Land Use Map and Zoning Map for the subject property. Action: Commissioner Keen moved to continue this matter to a date certain of May 5, 2015. Commissioner Martin seconded, and the motion passed on the following roll vote: AYES: Keen, Martin, Fowler-Payne, Mack, George NOES: None ABSENT: None 9. NON-PUBLIC HEARING ITEM None. 10. NOTICE OF ADMINISTRATIVE DECISIONS SINCE APRIL 7, 2015 This is a notice of administrative decision for Minor Use Permits, including any approvals, denials or referrals by the Community Development Director.
