PC Public Hearing 08-04-15 CUP Implement Stream Gauge Fish Passage ClaranceCITY OF ARROYO GRANDE PLANNING COMMISSION NOTICE OF PUBLIC HEARING On TUESDAY, AUGUST 4, 2015, the Arroyo Grande Planning Commission will conduct a public hearing at 6:00 P.M. in the COUNCIL CHAMBERS at 215 E. BRANCH STREET to consider the following: CONDITIONAL USE PERMIT NO. 15-001; IMPLEMENTATION OF A STREAM GAUGE FISH PASSAGE IMPROVEMENT PROJECT; LOCATION — ARROYO GRANDE CREEK IN PROXIMITY TO CLARENCE AVENUE AND MYRTLE DRIVE; APPLICANT — CENTRAL COAST SALMON ENHANCEMENT, INC. (GCSE) The Planning Commission will consider an application for a Conditional Use Permit to modify an existing broad -crested concrete weir spanning the width of Arroyo Grande Creek. The project will lower this weir to restore reliable access to 3.3 miles of critical steelhead habitat upstream of the barrier. The project will involve accessing the site from Myrtle Street. A crane will be utilized to lower heavy machinery into the creek and remove demolished concrete. The staging area for the heavy machinery is at the top of the bank immediately upstream of the gauge. An access path for manual movement of material into and out of the creek will be created adjacent to the staging area. In compliance with the California Environmental Quality Act (CEQA), a mitigated negative declaration (MND) was prepared for the 2014 Fisheries Restoration Grant Program (FRGP), which the proposed project is a component of. If the Planning Commission does not feel that this MND is adequate, project approval will not be considered. The Planning Commission may also discuss other hearings or business items before or after the item listed above. If you challenge the proposed action in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Planning Commission at, or prior to, the public hearing. Comments may be either: (1) mailed or delivered in person to the Community Development Department at 300 East Branch Street, Arroyo Grande, CA or (2) provided in person at the Public Hearing. Failure of any person to receive the notice shall not constitute grounds for any court to invalidate the action of the legislative body for which the notice was given. Staff project reports are posted on line at www.arroyogrande.org 72 hours prior to the meeting. Please call 473-5420 for more information. The City Council meeting will be televised live on Charter Cable Channel 20. r Debbie Weichinger Secretary to the Commission (Publish 1 T, The Tribune, Friday, July 24, 2015)
