SEWER LINING PROJECT, PW 2018-01

SUMMARY OF ACTION:
Authorization to solicit bids to rehabilitate storm drain and sewer mains by lining the
existing pipes. Bids are due by April 4, 2019, with work anticipated for June and July
2019.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
An allocation of $305,575 ($250,575 Local Use Sales Tax and $55,000 Sewer Fund) is
available in the FY 2018/19 Capital Improvement Program budget for the design,
inspection, construction, and contingencies of the subject project.
RECOMMENDATION:
It is recommended the City Council:
1. Approve the construction specifications for the Huasna Road/Oro Drive Corrugated
Metal Pipe (CMP) and Woodland Drive Sewer Lining Project, PW 2018-01;
2. Authorize the City Clerk to advertise for construction bids;
3. Find that the project is categorically exempt from the California Environmental
Quality Act (CEQA) pursuant to Guidelines Section 15301(b); and
4. Direct the City Clerk to file a Notice of Exemption.
BACKGROUND:
The storm drain pipes that run under Oro Drive and Huasna Road are corrugated metal
pipes (CMPs) and were identified for replacement in the CMP Inventory and Evaluation
presented to Council in February 2016. Following the removal of approximately seven
cubic yards of rock, dirt and bricks by City crews, a self-propelled video camera unit was
utilized to help determine the condition of the CMPs. It was determined that the CMPs

under both Oro Drive and Husana Road show signs of deterioration which can cause
erosion of the surrounding soil and can lead to the possible depression of asphalt or
sidewalk and/or development of a sink hole.
During the City’s biennial sewer main cleaning, City crews were not able to obtain
access through the sewer pipe that runs under the backyards of homes along Woodland
Drive due to tree root intrusion causing blockage within the pipe. Following the removal
of roots and root balls by City crews, along with a contracted root foaming service to kill
the roots, a self-propelled video camera unit was utilized to help determine the condition
of the pipe. It was determined that due to the location of the pipe (backyards), the age of
the pipe and the potential for ongoing root intrusion, lining the existing pipe would be the
least costly and disruptive method of rehabilitation.
In order to bid the project and provide immunity to the City, the City Council approves
the specifications prior to the construction bidding process. Also, the scope of work is
required to be environmentally cleared prior to bidding.
ANALYSIS OF ISSUES:
The project scope of work involves the rehabilitation of approximately 900 feet of storm
drain pipe along Oro Drive and Huasna Road, and the rehabilitation of approximately
1,014 linear feet of sewer pipe which runs beneath the backyards of homes along
Woodland Drive. The pipes will be rehabilitated using a cured in place pipe (CIPP)
method. CIPP is a trenchless (or no-dig) process where a flexible tube is inserted and
pulled through the existing pipes from manholes or catch basins and is then cured using
either hot water under hydrostatic pressure or steam pressure, to expand the tube to
tightly bond with the interior of the existing pipes. This trenchless method allows the
pipes to be rehabilitated in place without having to perform excavation and pipe
replacement.
The project includes sections of pipe in the Base Bid and Add Alternate Bid pipe
sections. This allows the City to award the Base Bid as well as Add Alternate Bid pipe
sections in any order based on available funding.

The proposed contract time is 45 working days. Should successful bids be received and
a construction contract awarded, work is expected to be performed during June and
July 2018. Project specifications are available for review at the Public Works
Department.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve the construction specifications with the bid alternatives and direct staff to
bid the project with the bid alternatives;
2. Approve the construction specifications without the bid alternatives and direct staff to
bid the project without the bid alternatives;
3. Do not approve the construction specifications and direct staff to evaluate alternative
locations, and return to City Council for approval in the future; or
4. Provide direction to staff.
ADVANTAGES:
The technology allows rehabilitation of storm drain and sewer mains in place without
having the need for more costly excavation. The project is consistent with the City
Council goal to support City infrastructure.
DISADVANTAGES:
There will be traffic inconveniences to the travelling public during construction. Staff will
monitor the traffic control to conform to the requirements of the Municipal Uniform
Traffic Control Devices manual (MUTCD) to mitigate any negative effects. There will be
intermittent sewer service disruption for customers during the project. These will be

minimized as much as possible and the project specifications require the contractor to
notify affected residents in advance.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Guideline Section 15301(b) for existing utilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
