ARC Minutes 2018-10-15ACTION MINUTES REGULAR MEETING OF THE ARCHITECTURAL REVIEW COMMITTEE MONDAY, OCTOBER 15, 2018 ARROYO GRANDE CITY HALL, 300 E. BRANCH STREET ARROYO GRANDE, CA 1. CALL TO ORDER Chair Warren Hoag called the Regular Architectural Review Committee meeting to order at 2:30 p.m. 2. ROLL CALL ARC Members: Chair Warren Hoag, Vice Chair Bruce Berlin, and Committee Members Mary Hertel, Keith Storton and Colleen Kubel were present. City Staff Present: Community Development Director Teresa McClish, Planning Manager Matt Downing, and Assistant Planner Andrew Perez were present. 3. FLAG SALUTE Committee Member Kubel led the Flag Salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. C. WRITTEN COMMUNICATIONS None 7. CONSENT AGENDA Committee Member Storton made a motion, seconded by Committee Member Hertel, to approve the minutes of the September 17, 2018 Regular Meeting as submitted. The motion passed 4-0 on the following voice vote: AYES: Berlin, Storton, Hertel, Hoag NOES: None ABSENT: None ABSTAIN: Kubel 8. PROJECTS 8.a. CONSIDERATION OF CONDITIONAL USE PERMIT 18-003; PHASED COMMERCIAL DEVELOPMENT OF APPROXIMATELY 25,000 SQUARE FEET OF OFFICE, WAREHOUSE, AND CAFE; LOCATION — SUBAREA 1 — EAST CHERRY AVENUE SPECIFIC PLAN; APPLICANT -- GREG COTTRELL, RUGGED RADIOS; REPRESENTATIVE —STEVEN PUGLISI ARCHITECTS (Downing) Planning Manager Downing presented the staff report and responded to questions regarding access to the site, compliance with the East Cherry Specific Plan, parking lot and security lighting, and timing of site improvements as they relate to the construction phasing. Minutes: ARC Monday, October 15, 2018 PAGE 2 Michael Dammeyer, project manager, and Greg Cottrell, applicant, spoke in support of the project and responded to questions regarding fencing along the interior property line shared with the mobile home park, proposed hours and type of operations for each of the warehouses, lighting and security, and the color palette. The Committee spoke in support of the project, commenting that the architecture and overall site design is appropriate for the neighborhood and meets the intent of the Design Guidelines and Standards for Design Overlay District (D-2.11) — Traffic Way and Station !Nay. The Committee also spoke in support of the tower element as a gateway landmark into the City. The Committee expressed concern that they did not have an adequate landscape plan. to review. Committee Member Storton made a motion, seconded by Committee Member Kubel, to recommend approval of the project to the Planning Commission with the following conditions: Prior to building permit issuance, the final landscape plan shall be reviewed by the ARC for a recommendation to the Community Development Director. The motion passed 5-0 on the following voice vote: AYES: Storton, Berlin, Hertel, Hoag, Kubel NOES: None ABSENT: None 8.b. CONSIDERATION OF ARCHITECTURAL REVIEW 18-002; REPLACE MANSARD ROOFING WITH STUCCO AT THE WESTERN FAgADE, PAINT BOTH BUILDINGS ON SITE, REPLACE THIRTEEN EXISTING WINDOWS, AWNINGS, AND REPAIR WATER DAMAGE AS NECESSARY; LOCATION — 135 BRIDGE STREET; APPLICANT — LIZ HUSZARIK; REPRESENTATIVE — JEROME HERRERA, CONTRACTOR (Perez) Assistant Planner Perez presented the staff report. Jerome Herrerra, representative, responded to questions regarding the scope of work, the proposed color scheme, and whether specific architectural features will be removed or retained as part of the project. The Committee spoke in support of the project as it will be an upgrade to an outdated building. The Committee expressed concern that with the darkness of the color palette, the northern and southern walls needing an architectural feature, such as a belly band, to break up the massing and add distinction of detail, or alternatively, a mural would be acceptable. Vice Chair Berlin made a motion, seconded by Committee Member Kubel to recommend approval of the project to the Community Development Director with the following condition: 1. An architectural feature such as a belly band, or similar, shall be added to the northern and southern walls to break up the massing, the use of Bottlenose Dolphin color (VRI 15B) for the second floor, and the use of Sooty Lashes (VR115A) for the ground floor; and 2. The black doors and black awnings with loose valences are acceptable. COMMITTEE COMMUNICATIONS Committee Member Storton inquired about the status of the East Grand Avenue Master Plan. Planning Manager Downing stated that there is an ongoing effort to schedule a joint Planning Commission and City Council meeting is planned to discuss the consultant's findings regarding parking and traffic issues. Vice Chair Berlin inquired about the status of the Brisco interchange. Planning Manager Downing stated that a selection of one of the alternatives will likely be reviewed after the New Year. 11. STAFF COMMUNICATIONS Planning Manager Downing introduced Assistant Planner Andrew Perez, stated that staff will resume work efforts on the East Grand Master Plan and the Halcyon Complete Streets Plan, and provided the Committee with an update on projects in the post -entitlement phase. 12.
