REVIEW COMMITTEE

SUMMARY OF ACTION:
Appointment to the Architectural Review Committee to fill a current vacancy.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact from this action.
RECOMMENDATION:
It is recommended the Council approve the recommendation of Mayor Pro Tem Barneich
to appoint Kristin Juette to the Architectural Review Committee (ARC).
BACKGROUND:
City Council policy sets forth appointment procedures for the City’s Commissions, Boards
and Committees. Section 5.2 of the City Council Handbook states that the Mayor and
each member of the Council shall appoint one representative to each respective
Commission/Board/ Committee, subject to the approval by a majority of the Council. All
Commission and Board Members serve at the pleasure of the Council.
ANALYSIS OF ISSUES:
An unscheduled vacancy has occurred on the ARC due to the resignation of Mary Hertel,
effective March 19, 2019. The term for this seat expires January 31, 2021. A Notice of
Vacancy was posted at City Hall and on the City’s website. Two applications were
submitted indicating interest in serving on the ARC. Following review and consideration,
Mayor Pro Tem Barneich has recommended that the vacancy on the ARC be filled by
Kristen Juette. Ms. Juette meets the eligibility requirement of being a registered voter of
the City and has relevant architectural experience that will be valuable to the ARC in
reviewing project applications.

ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve Mayor Pro Tem Barneich’s recommended appointment;
2. Do not approve the recommended appointment; or
3. Provide direction to staff.
ADVANTAGES:
Approving the recommended appointment will provide for a full membership of the ARC.
DISADVANTAGES:
No disadvantages are identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

What do you see as the objectives and goals of the advisory board, committee or commission for which you
are applying?
The intention of the ARC committee is to determine if proposed projects fit within the context of the city's vision of
architectural standards. These standards are derived from a combination of design principles, values, and local historical
precedents. It is imperative that these standards are taken seriously and that each project brought before the board is
thoroughly considered. Given that buildings have a life span of about 100 years (if not more), the future architectural
climate of Arroyo Grande is determined by the buildings constructed today.
