SUBJECT: CONSIDERATION OF APPOINTMENT TO THE ARROYO GRANDE
TOURISM BUSINESS IMPROVEMENT DISTRICT ADVISORY BOARD

SUMMARY OF ACTION:
Appointment of Fred Reed to the Arroyo Grande Tourism Business Improvement District
(AGTBID) Advisory Board.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no financial or staffing impact from the recommended action.
RECOMMENDATION:
It is recommended the City Council appoint Fred Reed to the Arroyo Grande Tourism
Business Improvement District Advisory Board.
BACKGROUND:
The AGTBID was formed in 2013 to provide revenue to defray the costs of services,
activities and programs promoting lodging businesses in the City through the promotion
of scenic, recreational, cultural and other attractions. From its inception, the AGTBID
Board consisted of three (3) members from the lodging industry. On February 13, 2018,
the Council approved an amendment to the AGTBID Bylaws amending the AGTBID
Board membership to a minimum of three (3) but not more than nine (9) members, 2/3rds
of which shall be owners of lodging businesses within the AGTBID or others with
knowledge of tourism and/or the lodging industry. The three existing members and six
additional members of the South County Chambers of Commerce’s former Tourism
Marketing Committee were appointed to constitute the new Board.
ANALYSIS OF ISSUES:
Previous Advisory Board Members Ken Dalebout, from Dignity Health, and Troi
Hoffman, from Casa Grande Inn, resigned in June 2018 and March 2019,
respectively, due to other professional obligations. Fred Reed has submitted an
application and has met with members of the South County Chambers of Commerce,
who administer the AGTBID.

Mr. Reed is the General Manager of the new Agrarian Hotel in the Village of Arroyo
Grande. It is recommended that Fred Reed be appointed to the AGTBID Advisory
Board to fill one of the seats vacated by a lodging member.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Appoint Fred Reed to the AGTBID Advisory Board;
2. Do not appoint Fred Reed to the AGTBID Advisory Board and solicit interest from
other applicants; or
3. Provide direction to staff.
ADVANTAGES:
Approval of the appointment will fill one of two vacancies on the AGTBID Advisory Board.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
