PC Minutes 2019-04-02 ACTION MINUTES MEETING OF THE PLANNING COMMISSION TUESDAY, APRIL 2, 2019 ARROYO GRANDE COUNCIL CHAMBERS 215 EAST BRANCH STREET ARROYO GRANDE, CALIFORNIA 1. CALL TO ORDER Chair Martin called the Planning Commission meeting to order at 6:00 p.m. 2. ROLL CALL Planning Commission: Commissioners Andrea Montes, Jamie Maraviglia, Ken Sage, Vice Chair Frank Schiro and Chair Glenn Martin were present. Staff Present: Planning Manager Matt Downing and Permit Technician Patrick Holub were present. 3. FLAG SALUTE Chair Martin led the flag salute. 4. AGENDA REVIEW None. 5. COMMUNITY COMMENTS AND SUGGESTIONS None. I 6. WRITTEN COMMUNICATIONS None. 7. CONSENT AGENDA 7.a. CONSIDERATION OF APPROVAL OF MINUTES 'Recommended Action: Approve the minutes of the March 19, 2019 Regular Planning Commission Meeting. Action: Commissioner Montes moved to approve the minutes of the March 19, 2019 Regular Planning Commission Meeting as submitted. Commissioner Maraviglia seconded and the motion passed on the following voice vote: AYES: Montes, Maraviglia, Sage, Schiro and Martin NOES: None ABSENT: None 8. PUBLIC HEARINGS 8.a CONSIDERATION OF AMENDEDCONDITIONAL USE PERMIT 19-001; AMENDMENTS TO CONDITIONAL USE PERMIT 18-004 FOR THE SUBDIVISION OF APPROVED TENANT SPACES, ADDITION OF A 5,400 SQUARE-FOOT GARDEN CENTER, AND AN 1,800 SQUARE-FOOT COMMERCIAL DRIVE-THRU PAD; LOCATION — 1570 W. BRANCH STREET; APPLICANT — RICK GAMBRIL, ARROYO GRANDE COMMERCIAL, LLC; REPRESENTATIVE — RRM DESIGN GROUP Recommended Action: It is recommended that the Planning Commission adopt a Resolution approving Amended Conditional Use Permit 19-001. PLANNING COMMISSION PAGE 2 MINUTES APRIL 2, 2019 Chair Martin announced he would recuse himself and step down for this item due to a conflict of interest resulting from his position as property manager of an adjacent parcel within the Oak Park Plaza. Vice Chair Schiro took over the role of chairing the meeting. Planning Manager Downing presented the staff report and responded to Commissioner questions regarding the garden center, signage, and parking. Pam Ricci, representative, spoke in support of the project, discussed the change in ownership, and thanked Planning Manager Downing for his thorough presentation. Pat Blote, architect, spoke in support of the project and responded to commissioner questions regarding shopping cart corrals. Vice Chair Schiro opened the public hearing. Kathy Schulz spoke in support of the project. Hearing no further public comment, Vice Chair Schiro closed the public hearing. Action: Commissioner Montes moved to adopt a Resolution entitled, "A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF ARROYO GRANDE APPROVING AMENDED CONDITIONAL USE PERMIT 19-001; LOCATED AT 1570 W. BRANCH STREET; APPLIED FOR BY RICK GAMBRIL, ARROYO GRANDE COMMERCIAL LLC." Commissioner Maraviglia seconded and the motion passed on the following roll call vote: AYES: Montes, Maraviglia, Sage and Schiro NOES: None ABSENT: None RECUSED: Martin 9. STAFF COMMUNICATIONS Planning Manager Downing announced that the City Council awarded grant funds for the Jim Guthrie Community Service Grant, that the City's website was redesigned and launched at www.arroyogrande.org, that at the last week's City Council meeting, the Council selected Alternative 4C for the Brisco Interchange Modifications Project, that the City will be hosting the Annual Egg Hunt PLANNING COMMISSION PAGE 3 MINUTES APRIL 2, 2019 at 10:00am on April 20th at Elm Street Park, reminded Commissioners about an invite they received regardinga tour of the demonstration facility for the Central Coast Blue project, announced that the project approved at the previous meeting had not been appealed, and announced that the We Heart AG event will be held this weekend and that there are many different opportunities to give back to the community. 13.
