CONSTRUCTION FOR CONSTRUCTION OF THE 2019 CONCRETE

SUMMARY OF ACTION:
Award a construction contract for concrete repairs within the City. Work is anticipated in
July and August 2019.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
It is proposed that the project be funded as follows. Staff time will be necessary to provide
construction management and inspection services for the project.

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for the 2019 Concrete Repairs Project to CalPortland
Construction in the amount of $124,330; and
2. Authorize the City Manager to approve change orders for 10% of the contract
amount, $12,433 for unanticipated costs during the construction phase of the
project (total construction costs = $124,330 + $12,433 = $136,763).

BACKGROUND:
On April 23, 2019, the Council approved construction plans and specifications for the
2019 Concrete Repairs project which consists of the replacement of damaged/uplifted
sidewalk adjacent to mature trees throughout the Berry Gardens neighborhood and at
two locations on Rodeo Drive, and the removal of six trees to be replaced with more
appropriate species at a future date. The construction plans and specifications also
included Add Alternative Bid items for replacement of damaged/uplifted sidewalk adjacent
to mature trees along segments of Halcyon Road where pedestrian volume is high and
there are larger displacements and/or drainage related issues. These Add Alternative Bid
items were proposed as part of the 2018 Concrete Repairs project but were not completed
due to project costs versus available budget. The project includes locations in the Base
Bid and Add Alternate Bid locations. This allows the City to award the Base Bid as well
as Add Alternate Bid items in any order or quantity of Add Alternates based on available
funding.
The specifications restrict work hours on South Halcyon Road between Dodson Way and
Farroll Avenue for work extending past August 14, 2019, in order to maintain student
pedestrian traffic.
ANALYSIS OF ISSUES:
On May 21, 2019, five bids were received for the 2019 Concrete Repairs project. The
lowest base bid, from CalPortland Construction, was in the amount of $67,563.50. The
project specifications state that the lowest bidder will be determined using the base bid.
The bid has been determined to be responsive and CalPortland Construction to be a
responsible bidder.
Based on the total concrete repair program budget available, the award of a construction
contract to CalPortland Construction is recommended as follows:

The contract time is 30 working days for the Base Bid plus 4 additional working days each
for Bid Add Alternatives 1, 2, 4 and 5, plus 10 additional working days for Bid Add
Alternative 3, for a total of 56 working days. It is anticipated work will be completed in July
and August 2019.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve recommendations as proposed;
2. Do not approve recommendations and request further information;
3. Modify recommendations and approve; or
4. Provide direction to staff.
ADVANTAGES:
The project will reduce the potential trip and fall hazards along selected streets, address
complaints from the public, and improve access for individuals with mobility limitations.
The project will help protect existing City infrastructure by removing trees that damage
and uplift adjacent sidewalk panels. The project is consistent with the City Council goal
to support City infrastructure.
DISADVANTAGES:
There will be intermittent sidewalk closures during the project. These will be minimized
as much as possible and the project specifications require the contractor to notify affected
businesses and residents in advance.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to Guideline Section 15301(c) for existing sidewalk, gutter and similar facilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
