SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO FERRAVANTI
GRADING & PAVING FOR CONSTRUCTION OF THE 2019 STREET
REPAIRS PROJECT, PW 2019-01

SUMMARY OF ACTION:
Award a construction contract for street repairs within the City. Work is anticipated to be
accomplished over the months of November 2019 through January 2020.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
It is proposed that the project be funded as follows. Staff time will be necessary to
coordinate construction activities with the contractor and testing consultant.

RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for the 2019 Street Repairs Project to Ferravanti Grading & Paving
in the amount of $936,275.90; and
2. Authorize the City Manager to approve change orders for 10% of the contract amount,
$93,627.59 for unanticipated costs during the construction phase of the project (total
construction costs = $936,275.90 + $93,627.59 = $1,029,903.49).

BACKGROUND:
On August 27, 2019, the City Council approved construction plans and specifications for
the 2019 Street Repairs project which consists of digouts on West Branch Street and
Traffic Way, and pavement improvements on East Cherry Avenue directly off of Traffic
Way.
The specifications state that work cannot be conducted on West Branch Street between
Camino Mercado and Brisco Road during the holiday shopping season (November 27,
2019 through January 1, 2020), and to restrict work hours before 8:00 a.m. on East Cherry
Avenue to minimize noise to the adjacent motel.
ANALYSIS OF ISSUES:
On September 26, 2019, six bids were received for the 2019 Street Repairs project. The
lowest base bid, from Ferravanti Grading & Paving, was in the amount of $936,275.90.
The project specifications state that the lowest bidder will be determined using the base
bid. The bid has been determined to be responsive and Ferravanti Grading & Paving to
be a responsible bidder.
The proposed contract time is 45 working days and it is anticipated that work will be
accomplished over the months of November 2019 through January 2020. However,
should a construction contract be awarded, construction activities will be scheduled and
managed to minimize impacts to the holiday shopping season at Five Cities Center and
the Village. Staff will also manage the project around winter weather conditions (rainy
season) and obtaining the necessary Caltrans encroachment permits.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations;
2. Do not approve staff’s recommendations and request further information;
3. Modify staff’s recommendation and approve; or
4. Provide direction to staff.
ADVANTAGES:
The dig-outs and pavement improvements will provide permanent repairs where the
pavement is failing helping to extend the pavement life. The project meets the City
Council’s goal of supporting City infrastructure.
DISADVANTAGES:
There will be traffic inconveniences to the traveling public during construction. Staff will
monitor the traffic control to conform to the requirements of the Municipal Uniform Traffic
Control Devices manual (MUTCD) to mitigate any negative effects. City inspectors will be

at the site during construction operations to make adjustments for isolated instances
(driveway access, etc.).
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guideline Section 15301(c) covering the repair and maintenance of
existing highways, streets and sidewalks.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
