SUBJECT: CONSIDERATION OF SELECTION OF COUNCIL MEMBER STORTON AS
MAYOR PRO TEM

SUMMARY OF ACTION:
Annual appointment of a Mayor Pro Tem to serve for the next one year period.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no cost or staffing impact from this action.
RECOMMENDATION:
It is recommended the City Council appoint Council Member Storton as the Mayor Pro Tem
for the next one-year period, pursuant to Council policy.
BACKGROUND:
The City Council established policy of selecting a Mayor Pro Tem for the coming year is set
forth in Section 2.2 of the City Council Handbook, as follows:

The City Counci l appoints a Co u nci l Member as Mayor Pro Tern to serve the
duties of Mayo r i n hi s/her a bs ence.
Th e Mayor Pro Tern shall serve a t erm of one year .
The appoint ment of the Mayor Pro Tern t akes p lace at th e first meeti n g in
Decem ber of each yea r .
I t i s th e Ci t y Cou nci l's pol icy to ro ta t e appoi ntment of t he Mayor Pro Tern
based upon the se n i ority of City Council Members t hat have not yet served in
t he posit i on of Mayor Pro Tern . Ci ty Cou n ci l Mem bers beco me el igible t o se rv e
as Mayor Pro Tern after se rv i n g on the City co unci l f or a period of one yea r .
I f two Members of the Ci ty Cou n ci l have the same se n iority, th e o rde r of
rot atio n will be based upon time served on a City Cou n cil appointed
Commi ssion and/o r Co mmittee prior to being elected t o t he Cit y Cou n ci l.

ANALYSIS OF ISSUES:
Based on the rotation and Council policy regarding time served on a City Council
appointed Commission and/or Committee prior to being elected to the City Council,
Council Member Storton would be the next in line for the position of Mayor Pro Tem due
to his prior service on the Architectural Review Committee.
ADVANTAGES:
The current process provides an orderly and fair procedure for alternating the position of
Mayor Pro Tem. The proposed recommendation is consistent with the current policy.
DISADVANTAGES:
No disadvantages have been identified regarding this item.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Appoint Council Member Storton as the Mayor Pro Tem for the next one-year
period;
2. Do not appoint Council Member Storton and provide staff with direction on
modifications to the policy; or
3. Provide staff direction.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted in front of City Hall and on the City’s website in accordance
with Government Code Section 54954.2.
