SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO GRANITE
CONSTRUCTION COMPANY FOR CONSTRUCTION OF THE BRIDGE
STREET BRIDGE REHABILITATION PROJECT, PW 2020-01

SUMMARY OF ACTION:
Award a construction contract for the rehabilitation of the Bridge Street Bridge over
Arroyo Grande Creek. Work is anticipated to be accomplished from May through
December 2020.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The City has been successful in securing 100% funding in the amount of $8,787,960
through the Federal Highway Bridge Program (HBP) for the design, inspection, testing,
permitting, and construction of the subject project. The funding includes $6,418,000 for
construction and construction contingencies for the project. Staff time will be necessary
to coordinate construction activities with the contractor and construction management
consultants.
RECOMMENDATION:
It is recommended the City Council:
1. Award a contract for the Bridge Street Bridge Rehabilitation Project to Granite
Construction Company in the amount of $5,541,099 pending Caltrans approval of its
good faith effort; and
2. Authorize the City Manager to approve change orders up to 10% of the contract
amount, $554,110, for unanticipated costs during the construction phase of the
project (total construction costs = $5,541,099 + $554,110 = $6,095,209).
BACKGROUND:
On October 8, 2019, the City Council approved construction plans and specifications for
the Bridge Street Bridge Rehabilitation project. The project consists of rehabilitating the
existing historic trusses, removing the existing supplemental truss below the deck and
replacing it with a stronger supplemental truss, and replacing the existing abutments
and center pier. The project will result in a bridge that meets present day standards for
weight limits and seismic loading and provides protection for the historic truss from

vehicle impact, all while maintaining the historic feel of the downtown City core. The
project will also provide a temporary steel truss bridge to the west of the Bridge Street
Bridge for non-motorized access over Arroyo Grande creek and to provide for a
temporary sewer pipe during construction.
ANALYSIS OF ISSUES:
On January 30, 2020, four bids were received for the Bridge Street Bridge Rehabilitation
project. The lowest base bid, from Granite Construction Company, was in the amount of
$5,541,099. The project specifications state that the award of the contract will be to the
lowest responsive bid submitted by a responsible contractor whose bid complies with
the requirements prescribed therein. The bid provided by Granite Construction
Company has been determined to be responsive and Granite Construction Company
has been determined to be a responsible bidder.
As a part of the federal funding requirements, the City, in cooperation with Caltrans,
establishes a Disadvantaged Business Enterprises (DBE) goal for each federally-funded
project. The purpose of the DBE program is to increase the participation of minority and
woman owned businesses in State and local transportation projects that are federally-
funded. For this project, the City established an 8% DBE goal which was revised to 16%
by Caltrans Headquarters. If the contractor is unable to achieve this goal, it is to submit
documentation presenting a good faith effort on how it tried to meet the goal.
Granite Construction Company was unable to meet the 16% DBE goal but was able to
obtain 12.8% DBE participation and provided its good faith effort documentation. This
information was reviewed by City and Caltrans District 5 staff and it was determined that
Granite Construction Company did demonstrate good faith efforts to meet the DBE
participation goal for the project. Because the project is over $2M, the good faith effort
must also be approved by Caltrans Headquarters
The proposed contract time is 145 working days and it is anticipated that work will be
accomplished from May 2020 through December 2020.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations;
2. Do not approve staff’s recommendations and request further information;
3. Modify staff’s recommendation and approve; or
4. Provide direction to staff.

ADVANTAGES:
Rehabilitation of the Bridge Street Bridge will bring it up to standard loading conditions,
remove the 3-ton maximum load limit, and allow fire and delivery trucks to utilize Bridge
Street as a route. The project meets the City Council’s goal of supporting City
infrastructure.
DISADVANTAGES:
Some traffic related disruption within the Village will occur during construction activities.
ENVIRONMENTAL REVIEW:
Caltrans, as lead agency for the National Environmental Policy Act (NEPA), has
determined that the project is categorically excluded from the requirements to prepare
an Environmental Assessment (EA) or Environmental Impact Statement (EIS) pursuant
to 23 CFR 771.117(d): activity (d)(13) covering bridge rehabilitation that avoids an
adverse effect to historic properties under the National Historic Preservation Act.
The City, as lead agency for the California Environmental Quality Act (CEQA), adopted
a Mitigated Negative Declaration (MND) (State Clearinghouse No. 2017071054) on
September 26, 2017, in accordance with Public Resources Code §21000 et seq., and
the State CEQA Guidelines, California Code of Regulations (CCR) §15000 et seq. A
Notice of Determination was filed on September 27, 2017.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
