SUBJECT: CONSIDERATION OF APPROVAL OF THE TURF AND SPRINKLERS
REPLACEMENT PROJECT WITHIN PARKSIDE VILLAGE
ASSESSMENT DISTRICT

SUMMARY OF ACTION:
Approve the Turf and Sprinklers replacement project within the Parkside Village
Assessment District and appropriate funding from the Parkside Village Assessment
District Fund.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The Parkside Village Assessment District has a fund balance of $445,917. Approximately
$1200 per month is expended for landscape and park maintenance. The cost of the
proposed turf and sprinklers replacement project is $18,333, and will be funded from the
Parkside Village Assessment District Fund.
RECOMMENDATION:
It is recommended the City Council approve the Turf and Sprinklers replacement project
within the Parkside Assessment District and appropriate $18,333 from the Parkside
Village Assessment District fund for the cost of the project.
BACKGROUND:
The City of Arroyo Grande oversees landscape and park maintenance for four
assessment districts: Parkside Village, Grace Lane, Parkview Estates (Tract 1769) and
Oak Park Villas (Tract 1158). On February 26, 2019, following a competitive bid process,
the City awarded a contract service agreement to Rainscape for monthly landscape
maintenance services for both Parkside Village and Grace Lane.
The Parkside Village Assessment District monthly contract with Rainscape addresses
general landscape maintenance but also allows other projects to be done on a time and
materials bid basis. Since this turf and sprinkler replacement project is not part of the

assessment district’s annual operating budget, this expenditure and project must be
approved by the Council.
In 2015, during the citywide water conservation project, about 5,000 square feet of
irrigated turf next to the basketball court and red fescue landscaping that surround the
basin was removed from the Parkside Park and adjacent areas. However, the existing
4,000 square feet of turf spaces is proposed to remain and be renovated as important
functional play areas for this park. (See Figure 1 on Page 3)
ANALYSIS OF ISSUES:
The turf in the Parkside Park has not had any significant renovation since its installation,
resulting in unsightly appearance and uneven and spotty turf play areas. In addition, the
sprinkler heads have deteriorated, exacerbating turf decline and appearance, resulting in
complaints generated by members of the Parkside Village community. At a neighborhood
meeting conducted by City staff, residents requested improvements to the turf. As a result
of the concerns expressed, staff requested a project bid from Rainscape to replace the
turf and sprinklers (Attachment 1). The proposed landscaping improvements are
consistent with the request from the residents and will address on-going maintenance
challenges.
ALTERNATIVES:
1.Approve staff’s recommendations;
2.Do not approve the staff’s recommendation; or
3.Provide other direction to staff.
ADVANTAGES:
The existing turf and sprinkler system will be replaced utilizing available funds collected
through the assessment district. Utilizing the existing and under contract landscape
contractor to complete the proposed turf improvements will avoid the cost and staff time
necessary for the bidding process. In addition, the existing landscape contractor will install
both the new turf and sprinkler system and be responsible for maintenance and
operations into the future. This contractor has a good performance record with the city
and the associated assessment districts with landscape maintenance and installation
projects.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this item.
