A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE AUTHORIZING THE CITY TO JOIN THE
COALITION TO SUPPORT LOCAL RECOVERY IN
SUPPORT OF THE LEAGUE OF CALIFORNIA CITIES
(LOCC) COVID-19 RECOVERY EFFORTS AND
AUTHORIZING THE MAYOR, ACTING CITY MANAGER
AND ACTING DEPUTY CITY MANAGER TO SIGN LETTERS
OF SUPPORT RELATED TO THE COALITION'S AND
LOCC'S EFFORTS
WHEREAS, cities are facing severe revenue shortfalls as a result of the Coronavirus
(COVID-19) pandemic; and
WHEREAS, without relief, every Californian will face devastating impacts to core city
services they depend on; and
WHEREAS, based on a League of California Cities (LOCC) analysis, California cities
are projecting a nearly $7 billion general revenue shortfall over the next two fiscal years
that will continue to grow by billions of dollars if stay-at-home orders to protect public
health extend into the summer months and beyond; and
WHEREAS, on March 27, 2020 the Coronavirus Aid, Relief and Economic Security
(CARES) Act was signed into law providing over $2 trillion in economic relief and
assistance to cities, states, tribal communities, companies and individuals; and
WHEREAS, on May 15, 2020, the U.S. House of Representatives passed the Health
and Economic Recovery Omnibus Emergency Solutions (HEROES) Act which would
provide direct and flexible federal assistance for all California cities to protect local jobs
and core services; and
WHEREAS, the bipartisan State and Municipal Assistance for Recovery and Transition
(SMART) Act has been introduced in the Senate; legislation which aims to deliver critical,
federal relief and funding to cities, towns, and villages on the frontlines of America's
response to and recovery from COVID-19 by establishing a $500 billion fund to help local
governments address the impact of COVID-19; and
WHEREAS, the LOCC has organized a coalition to effectively lobby officials at the
federal and State levels over the next couple of months to ensure local governments
receive much-needed recovery funds and is generally undertaking efforts to support
COVID-19 relief to California cities; and
WHEREAS, the City Council desires to join the Coalition and to support LOCC's local
recovery efforts.

NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Arroyo
Grande authorizes the City to join the Coalition to Support Local Recovery and formally
supports the Coalition's goals, including:
1. Securing $7 billion in direct and flexible State government funding to support
critical local services and secure CARES Act funding for all cities for COVID-19-
related expenditures.
2. Securing $500 billion in direct and flexible federal government funding for all cities
nationwide to support critical local services.
BE IT FURTHER RESOLVED that the City Council hereby authorizes the Mayor, the
Acting City Manager and the Acting Deputy City Manager to sign any letters of support
related to the Coalition's efforts and/or related to the LOCC's efforts to obtain COVID-19
relief for the City.
On motion of Council Member Barneich, seconded by Council Member Storton, and by
the following roll call vote, to wit:
AYES: Council Members Barneich, Storton, Paulding, George, and Mayor Ray Russom

the foregoing Resolution was passed and adopted this 9th day of June, 2020.
