BENEFITS SET FORTH IN RESOLUTION NO. 4870 FOR MANAGEMENT
EMPLOYEES THROUGH FISCAL YEAR 2020-21

SUMMARY OF ACTION:
The proposed Resolution will extend and maintain the current wages and benefits of
management employees set forth in Resolution No. 4870 for Fiscal Year 2020-21.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
There is no fiscal impact as current wages and benefits will be maintained in FY 2020-21
and are included in the current budget.
RECOMMENDATION:
It is recommended the City Council adopt a Resolution extending the wages and benefits
set forth in Resolution No. 4870 for management employees through Fiscal Year 2020-
21.
BACKGROUND:
Resolution No. 4870 establishing wages and benefits for Management Employees
expired on June 30, 2020. Most full-time employees are represented by a bargaining unit
(union) or are unrepresented management employees. Historically, adjustments to
management pay rates do not occur as part of a formal negotiation process like they do
for represented groups. Given the financial impact of the COVID-19 Pandemic, and in
light of the City’s recent agreements with the Arroyo Grande Police Officers’ Association
and Service Employees International Union Local 620, management is not proposing any
changes to its current wages or benefits.
ANALYSIS OF ISSUES:
The COVID-19 Pandemic has had a significant impact on the City’s finances. Both the
Arroyo Grande Police Officers’ Association and Service Employees International Union
Local 620 agreed to a one-year extension of their Memorandums of Understanding (MOUs)
to maintain current salaries, terms, and conditions until June 30, 2021. A proposed

Resolution is presented to similarly extend the current terms, conditions, and salaries set
forth in Resolution No. 4870 for Management Employees through Fiscal Year 2020-21.
ALTERNATIVES:
The following alternatives are provided for City Council consideration:
1. Adopt a Resolution extending the wages and benefits set forth in Resolution No.
4870 for management employees through Fiscal Year 2020-21.
2. Do not adopt a Resolution;
3. Modify and adopt a Resolution; or
4. Provide further direction to staff.
ADVANTAGES:
Adoption of the Resolution will maintain the current terms, conditions, and salary ranges for
all Management positions for an additional fiscal year, providing certainty and stability for
the City and Management employees without increasing costs to the City.
DISADVANTAGES:
There are no significant disadvantages to the recommended action.
ENVIROMENTAL REVIEW:
No environmental review is required for this item.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO
GRANDE EXTENDING THE WAGES AND BENEFITS SET FORTH IN
RESOLUTION NO. 4870 FOR MANAGEMENT EMPLOYEES THROUGH
FISCAL YEAR 2020-21
WHEREAS, the City Council of the City of Arroyo Grande (“City”) has established a
system of classification for all positions within the City service with descriptive
occupational titles used to identify and distinguish positions from one another based on
job duties, essential functions, knowledge, skills, abilities and minimum requirements; and
WHEREAS, management employees are unrepresented and adjustments to
management pay rates historically do not occur as part of a formal negotiation process;
and
WHEREAS, the City Council deems it in the best interest of the City that compensation
and benefits for management employees be maintained as set forth in Resolution No.
4870 adopted on June 26, 2018, through Fiscal Year 2020-21.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arroyo Grande
that the wages, salary ranges and benefits contained in Resolution No. 4870, as set forth
in Exhibit A attached hereto and incorporated herein by this reference, shall be extended
through June 30, 2021 for all management employees listed in Exhibit A.
