R 5032 RESOLUTION NO. 5032 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARROYO GRANDE ESTABLISHING THE POSITION OF ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR AND A SALARY RANGE FOR THE POSITION, AND AMENDING THE CITYWIDE COMBINED SALARY SCHEDULE TO INCLUDE THE POSITION OF ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR WHEREAS, the City Council of the City of Arroyo Grande has determined that it is desirable to create the position of Assistant City Manager/Public Works Director, in order to assist the City Manager in performing the duties set forth in Chapter 2.08 of the Arroyo Grande Municipal Code; and WHEREAS, the City and its Public Works Director, Bill Robeson have previously entered into an Agreement on August 30, 2017 (the "2017 Agreement), whereby Employee was retained as the City's Public Works Director and is now entering into an Amendment to that Agreement (the"Amendment")which sets for the additional duties and responsibilities that he will perform in the new Assistant City Manager/Public Works Director position; and WHEREAS, the City Council now desires to establish the position and a salary range for the position of Assistant City Manager/Public Works Director, and amend the Citywide Combined Salary Schedule to include the new position. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Arroyo Grande as follows: 1. The position of Assistant City Manager/Public Works Director is hereby established to perform the duties and responsibilities set forth in Exhibit "A," attached hereto and incorporated by reference herein. The position of Assistant City Manager/Public Works Director shall receive the rate of pay as follows: POSITION: Assistant City Manager/Public Works Director Salary Range: 68-A $175,880/year 2. The revised Citywide Combined Salary Schedule, attached hereto as Exhibit "B" and incorporated by reference herein, is hereby approved. CARMEL, CITY ATTORNEY EXHIBIT A Duties of the Assistant City Manager/Public Works Director CITY OF ARROYO GRANDE SUMMARY DESCRIPTION In addition to the Public Works Director duties, the Assistant City Manager/ Public Works Director will function as a Chief Operating Officer for the City handling day-to-day issues, while the City Manager will carry the duties of a Chief Executive Officer providing key strategic leadership and direction. The Assistant City Manager/Public Works Director will have direct supervision over major interdepartmental efforts, lead citywide programs and initiatives having the highest level of City Council and community visibility, and act as the City Manager in the City Manager's absence. The Assistant City Manager is also a senior member of a dedicated Executive Team working with them to guide and support their success. DISTINGUISHING CHARACTERISTICS In addition to the Public Works Director duties, the Assistant City Manager/ Public Works Director exercises delegated supervision over a group of City departments, relieves the City Manager of a wide variety of administrative duties, and facilitates managerial communication with and among City departments. The Assistant City Manager/ Public Works Director reports to and receives direction from the City Manager on matters of policy and new assignments consisting only of desired objectives and exercises considerable independent judgment in overseeing assigned departments. Emphasis is on early identification of problems and ensuring efficient, effective and consistent program and policy implementation. This is an unclassified position in which the Assistant City Manager/ Public Works Director serves at the will of the City Manager. DUTIES INCLUDE: • Direct the activities of City departments as assigned, and oversees the operations thereof. • Perform all duties and assumes all responsibilities of the City Manager when appointed by the City Council as the Acting City Manager to serve during the City Manager's absence from the City, his or her inability to perform duties, or during any vacancy in the position. • Participate in meetings with City Council members to ensure efficient transmission of information. • Confer with department heads to convey information concerning established policies and practices and to solicit information needed as a basis for action. • Confer with the City Manager on matters concerning major departmental activities and community problems and recommend a course of action. EXHIBIT A • Represent City staff with respect to groundwater issues and the Santa Maria Groundwater Adjudication. • Attend committee meetings, civic gatherings or other official functions. • Direct and coordinate special projects and programs. • Participate in the preparation of the annual City budget and strategic planning processes and the administration thereof • Perform related duties as assigned.
