SUMMARY OF ACTION:
Approval of an amendment to the capital improvement program budget will allow for the
construction of fencing to secure the rear area of the Five Cities Fire Authority (FCFA)
Station 1.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The Capital Improvement Program (CIP) budget included an allocation of $23,000 for the
subject project. It is estimated than an additional appropriation of $2,509 from the Fire
Impact Fees fund balance is needed to fully fund the project. Staff time will be necessary
to provide inspection services and to coordinate construction activities with the contractor.
RECOMMENDATION:
It is recommended the City Council 1) Authorize the City Manager to approve change
orders for 10% of the contract amount for unanticipated costs during the construction
phase of the project (total construction costs = $23,190 (contract amount) + $2,319 (10%
contingency) = $25,509); 2) find that project is categorically exempt from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15301(a) and
direct the City Clerk to file a Notice of Exemption; and 3) approve an amendment to the
Fiscal Year 2020-21 Capital Improvement Program budget to add $2,509 of Fire Impact
Fees for the subject project.
BACKGROUND:
Public Safety facilities (Police Stations, Fire Stations), along with other critical
infrastructure such as Public Works yards, have secure fencing and gates to protect
critical equipment and to control public access to the facility. Members of the public have
entered the fire station through open apparatus bay doors without authorization. To
address these security issues, an appropriation of $23,000 was added to the CIP budget.

ANALYSIS OF ISSUES:
There are two components to the project, the security fencing and access gate, and the
electrical service to the gate. FCFA staff solicited several fencing and electrical
contractors and was able to obtain two electrical quotes and one fencing quote. Upon
receipt of the quotes, FCFA and City staff met with lowest quote contractors (Central
Coast Fence, Inc. and Joe McAlexander Electric) to ensure the scope of services
presented in each quote was compatible with the other. Some minor adjustments were
identified at the meeting and the contractors presented revised quotes to staff.
Staff believes that both Central Coast Fence, Inc. ($17,960) and Joe McAlexander
Electric ($5,230) have provided quotes that address the needs of the project and for an
amount that is representative of the proposed services. Therefore, staff is recommending
proceeding with the project under the Uniform Public Construction Cost Accounting Act
(UPCCAA). Under the UPCCAA, the City Manager has authority to execute Small
Projects ($60,000 or less). However, in order to do so, the additional appropriation from
the Fire Impact Fees fund balance must be approved by Council in accordance with City
policy. If executed, work is anticipated in October and November 2020.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve staff’s recommendations;
2. Do not approve staff’s recommendations and direct staff to solicit additional
quotes; or
3. Provide direction to staff.
ADVANTAGES:
The project will provide security at the rear of FCFA Station 1 where none currently exists.
DISADVANTAGES:
An appropriation from the Fire Impact Fees fund balance will remove $2,509 in available
funding for other potential projects. It should be noted, however, that sufficient funds exist
in the Fire Impact Fees fund balance to cover this additional appropriation.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Section 15301(a) for minor exterior alterations of existing
public structures involving negligible or no expansion of existing or former use.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
