SUBJECT: CONSIDERATION OF RESOLUTION DECLARING SURPLUS
PROPERTY AND AUTHORIZING THE TRANSFER OF A VEHICLE TO
THE SAN JOSE POLICE DEPARTMENT

SUMMARY OF ACTION:
Declare vehicle as surplus property and authorize its transfer to the San Jose Police
Department.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
This action will have no significant impact on finances and will have minimal impact on
personnel resources to arrange for the transfer of the surplus vehicle to the San Jose
Police Department.
RECOMMENDATION:
It is recommended the City Council adopt a Resolution declaring a used 1995 American
General Motors cargo utility truck (High Mobility Multipurpose Wheeled Vehicle-
HMMWV) as surplus and authorize its transfer to the San Jose Police Department.
BACKGROUND:
In 2010, the Police Department acquired a used 1995 American General Motors
HMMWV cargo utility truck, obtained at no cost to the City, via the Defense Logistics
Agency’s military surplus program. The vehicle was obtained to accommodate specific
equipment for members of San Luis Obispo Regional S.W.A.T. The vehicle was
modified to support the function and needs of the tactical team and was designated for
rapid tactical deployment. The vehicle was also commonly used for local public events
as a display vehicle. Per agreement with the Defense Logistics Agency, the vehicle can
only be transferred to another law enforcement agency and cannot be sold for profit.
The City of San Jose Police Department has agreed to accept the transfer of the vehicle
to their inventory.

ANALYSIS OF ISSUES:
Pursuant to City Administrative Policy C-006, the City periodically replaces or disposes
of equipment based upon certain criteria. The criteria for Police Emergency Vehicles is
three years and/or 100,000 miles. The Police Department has assessed the current
fleet and identified one (1) cargo utility truck with continuous maintenance costs which
are fiscally unsustainable. The 1995 HMMWV cargo utility truck was originally obtained
at no cost to the City through the Defense Logistics Agency to serve members of the
regional tactical team. This particular vehicle, because of its age, manufacturer recalls,
mileage, and its original use, has created increased maintenance cost projections to the
department. The vehicle has seen limited use in the past couple of years as it has
moved to a second tier deployment vehicle due to the issues identified above.
ALTERNATIVES:
1. Adopt the Resolution declaring the vehicle as surplus and authorize its transfer;
2. Do not adopt the Resolution and provide further direction to staff; or
3. Provide direction to staff.
ADVANTAGES:
Approving the recommended action will mitigate continued maintenance costs of older
fleet vehicles to the City and will provide support to the San Jose Police Department.
DISADVANTAGES:
No disadvantages have been identified.
ENVIRONMENTAL REVIEW:
No environmental review is required for this administrative action.

The Agenda was posted in accordance with Government Code Section 54954.2.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ARROYO GRANDE DECLARING SURPLUS PROPERTY
AND AUTHORIZING THE TRANSFER OF A VEHICLE TO
THE SAN JOSE POLICE DEPARTMENT
WHEREAS, the City of Arroyo Grande has a vehicle which is no longer needed; and
WHEREAS, the vehicle can be classified as surplus property and made available for
transfer to another law enforcement agency.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Arroyo
Grande does hereby declare as surplus the vehicle described in Exhibit A, attached
hereto and incorporated herein by this reference, and authorizes its transfer to the San
Jose Police Department.
