SUBJECT: CONSIDERATION OF AN AWARD OF CONTRACT TO R. BURKE
CORPORATION FOR CONSTRUCTION OF THE IKEDA FIELD
BARRIER REMOVAL PROJECT, PW 2020-06

SUMMARY OF ACTION:
Award a construction contract for the Ikeda Field Barrier Removal Project. Work is
anticipated to begin in April 2021.
IMPACT ON FINANCIAL AND PERSONNEL RESOURCES:
The amended FY 2020-21 Capital Improvement Program (CIP) budget includes $144,692
of 2019 and 2020 Community Development Block Grant (CDBG) funds and $31,981 of
Park Improvement funds for a total of $176,673 for the Ikeda Field Barrier Removal
Project. On December 8, 2020, the Council provided preliminary approval of $31,981 of
2021 CDBG funds for the project. On January 26, 2021, the Council approved the use of
$31,981 Park Improvement funds for the project should the City not receive the additional
approvals required from the City, County of San Luis Obispo (County), and the U.S.
Department of Housing and Urban Development (HUD) for the 2021 CDBG funds. If
approvals for the 2021 CDBG funds are received, the $31,981 of Park Improvement funds
will be returned to the fund balance. Staff time will be necessary to provide construction
management and inspection services for the project.
RECOMMENDATION:
It is recommended the City Council: 1) Award a contract for the Ikeda Field Barrier
Removal Project to R. Burke Corporation in the amount of $130,421.80; 2) Authorize the
City Manager to approve change orders for 10% of the contract amount, $130,421.80, for
unanticipated costs during the construction phase of the project (total construction costs
= $130,421.80 + $13,042.18 = $143,463.98).
BACKGROUND:
On January 26, 2021, the City Council approved the construction plans and specifications
and authorized the solicitation of bids for the Ikeda Field Barrier Removal Project. The
Base Bid scope of work will provide an Americans with Disabilities Act (ADA) accessible
ramp from the Soto Sports Complex parking lot to the Ikeda Field bleacher area. The
ramp will be constructed so that it can also be used for vehicle access to both Ikeda Field

and Volunteer Field for maintenance and large community events such as sports
tournaments and Cops and Kids Day. The project scope also included an Add Alternative
Bid item for eight trees to replace those removed prior to the project that were conflicting
with the proposed construction.
ANALYSIS OF ISSUES:
On February 18, 2021, eleven bids were received for the Ikeda Field Barrier Removal
Project. Following review and mathematical verification, the lowest Base Bid was received
from R. Burke Corporation in the amount of $122,421.80. The project specifications state
that the lowest bidder will be determined using the Base Bid. R. Burke Corporation’s Base
Bid has been determined to be responsive and R. Burke Corporation to be a responsible
bidder. In addition, R. Burke Corporation’s total project bid of $130,421.80 is
approximately $9,600 below the engineer’s estimate of $140,000. Therefore, an award of
a construction contract to R. Burke Corporation, consisting of the Base Bid and the Add
Alternative Bid item, is being recommended as outlined below.

The estimated contract time is 45 working days, and it is anticipated work will be
accomplished in April and May 2021.
ALTERNATIVES:
The following alternatives are provided for the Council’s consideration:
1. Approve the recommended actions as proposed;
2. Award a construction contract to the lowest responsive/responsible bidder but do not
award the Add Alternative Bid item;
3. Do not award a construction contract for the project at this time; or
4. Provide other direction to staff.

ADVANTAGES:
The project will eliminate current barriers to ADA access at Ikeda Field.
DISADVANTAGES:
During construction there may be intermittent disruptions to those wanting to utilize Ikeda
Field.
ENVIRONMENTAL REVIEW:
The project is categorically exempt from the California Environmental Quality Act (CEQA)
pursuant to CEQA Guidelines Section 15301(c) covering minor alterations of existing
pedestrian facilities.
PUBLIC NOTIFICATION AND COMMENTS:
The Agenda was posted at City Hall and on the City’s website in accordance with
Government Code Section 54954.2.
