CC 2021-05-25_08f Acceptance of Bridge Street Bridge Rehabilitation ProjectMEMORANDUM TO: CITY COUNCIL FROM: BILL ROBESON, ASSISTANT CITY MANAGER/PUBLIC WORKS DIRECTOR BY: JILL MCPEEK, CAPITAL IMPROVEMENT PROJECT MANAGER SUBJECT: CONSIDERATION OF ACCEPTANCE OF THE BRIDGE STREET BRIDGE REHABILITATION PROJECT, PW 2020-01 D ATE: MAY 25, 2021 SUMMARY OF ACTION: Accept the Bridge Street Bridge Rehabilitation Project and begin the one-year warranty period for defects that may arise. IMPACT ON FINANCIAL AND PERSONNEL RESOURCES: The final contract and change orders resulted in a total cost of $5,654,461.73, $5,541,099.00 for the base contract amount and $113,362.73 for contingencies. The contract was included as part of the FY 2020-21 Capital Improvement Program budget and was funded by the Federal Highway Bridge Program (HBP). The recommended action will not impact staff resources. RECOMMENDATION: It is recommended the City Council 1) Accept the project improvements as constructed by Granite Construction Company in accordance with the plans and specifications for the Bridge Street Bridge Rehabilitation Project, PW 2020-01; 2) Direct staff to file a Notice of Completion; and 3) Authorize release of retention, thirty-five (35) days after the Notice of Completion has been recorded, if no liens have been filed. BACKGROUND: On February 25, 2020, the Council awarded a construction contract to perform the Bridge Street Bridge Rehabilitation Project to Granite Construction Company in the amount of $5,541,099 and authorized the City Manager to approve change orders in the amount of $554,110. The contractor’s final construction cost for the project is $5,654,461.73. The work involved rehabilitating the existing historic trusses, removing the existing supplemental truss below the deck and replacing it with a stronger supplemental truss, and replacing the existing abutments and center pier. The project also provided a temporary steel truss bridge for non-motorized access and a temporary sewer pipe over Arroyo Grande Creek during construction. Item 8.f. - Page 1 CITY COUNCIL CONSIDERATION OF ACCEPTANCE OF THE BRIDGE STREET BRIDGE REHABILITATION PROJECT, PW 2020-01 MAY 25, 2021 PAGE 2 ANALYSIS OF ISSUES: The contractor has completed the work in accordance with the approved plans and specifications within the contract time frame, under the available budget, and there are no outstanding issues. It is, therefore, recommended that the City accept the Bridge Street Bridge Rehabilitation Project and begin the one-year warranty period for defects that may arise. ALTERNATIVES: The following alternatives are provided for the Council’s consideration: 1.Accept the Bridge Street Bridge Rehabilitation Project; 2.Do not accept the project; 3.Accept the project but do not authorize release of retention; or 4. Provide other direction to staff. ADV ANTAGES: The project is complete and accepting the improvements will allow staff to close out the project. Rehabilitation of the Bridge Street Bridge brings it up to standard loading conditions and removes the 3-ton maximum load limit, and allows fire and delivery trucks to utilize Bridge Street as a route. DISADVANTAGES: No disadvantages have been identified. ENVIRONMENTAL REVIEW: No environmental review is needed to accept the project. PUBLIC NOTIFICATION AND COMMENTS: The Agenda was posted at City Hall and on the City’s website in accordance with Government Code Section 54954.2.
